INVITATION TO BID
NOTICE IS HEREBY GIVEN THAT sealed bids will be received by the City of Fellsmere until 2:00 PM on Tuesday, May 23, 2025, at which time the bids will be opened for the following project:
STATE STREET RESERVOIR EXPANSION
Expansion of an existing wet detention pond, re-grading side slopes of existing pond and planting the littoral shelf
Bids may be sent by mail or hand-delivered to 22 S. Orange St., Fellsmere, Florida 32948. Bids will be publicly opened, and respondents’ names read aloud in the City’s council chambers immediately following the above-stated closing time.
Bids received after the time 2:00 PM on May 23, 2025, will not be considered and will be returned unopened.
A non-mandatory Prebid Meeting will be held at 2:00 PM on Friday, May 6, 2025, in the City’s council chambers located at 22 S. Orange St., Fellsmere, FL.
Copies of the general conditions, plans and specifications and other bidding documents are on file in the Grant Administrator’s office and open for public inspection. Copies can be viewed and downloaded for free from https://www.cityoffellsmere.org/rfps. Complete sets of paper versions of the general conditions, plans and specifications and other bidding documents may be obtained by contacting Carolina Rodriguez, Grant Administrator, 22 S. Orange Street, Fellsmere, FL 32948, [email protected], (772) 646-6307, at a cost of $50 per set.

All bids shall be submitted on the Bid Proposal forms provided in the Specifications. A deposit in the amount of five percent (5%) of the bid must accompany the sealed proposal of each bidder. It must be either in the form of a cashier’s check, a certified check, or a surety bond payable to the City of Fellsmere. Deposits will be returned to unsuccessful bidders. If the Contract is awarded to a Bidder, that Bidder shall enter into a Contract with the City and furnish the required Performance and Payment Bonds and Certificates of Insurance or forfeit the surety bond or deposit as liquidated damages. A contract must be executed within ten (10) days following the award of the successful bidder.

The City reserves the right to delay reviewing the bids for up to sixty (60) days after the bid opening, to waive information in any bid, or to reject any or all bids in whole or in part with or without cause that, in its judgment, will serve the best interests of the City.
