REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING AND CONSULTING SERVICES – ENGINEERING DESIGN SERVICES
The Parish of Ascension hereby issues a Request for Qualifications (RFQ) for Professional Engineering and Consulting Services, licensed in the State of Louisiana and authorized under Louisiana Statues to perform the professional services sought by this Request for Qualifications (RFQ). Qualifications will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 E. Worthey Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, LA 70707-2392) until, September 12, 2017, at 3:00 p.m. local time for:
LA Highway 3127 Extension Engineering Design Services
Firms will be evaluated based upon professional qualifications, specialized experience and technical competence in similar projects within the past ten years. They will also be evaluated based on capacity and past performance on contracts with governmental agencies, specifically LADOTD, and private industry. Additionally, it is requested that firms limit their qualification packages to show experience in transportation infrastructure projects only.
Information pertaining to the scope of work, the required form of each submittal (APG – 1001), and the selection criteria and corresponding point system can be found on the Ascension Parish’s web site at www.ascensionparish.net under “Consultant Contract Services.” Questions regarding the RFQ should be directed to Mr. Michael J. Enlow, Assistant DPW Director - Capital Improvement Projects, at firstname.lastname@example.org no later than 5pm, August 30, 2017. All responses will be posted by 5pm, September 6, 2017.
Attention will be given to the requirement for conditions of employment to be observed as well as minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements. The submittal documents must be delivered in a sealed envelope or box no later than 3pm, September 12, 2017 and clearly identified on the outside as “Statement of Qualifications for Providing Professional Engineering and Consulting Services for the LA Highway 3127 Extension.
The Ascension Parish Government Engineering Selection Committee at their discretion may award to a single firm or multiple firms.
Six (6) copies of proposal shall be submitted.
Specifications may be obtained at the Ascension Parish Government, Purchasing Department located at 615 E. Worthey Street, Gonzales, Louisiana.

Electronic Bids are accepted and “Official” Bid Documents are posted to http://www.centralauctionhouse.com.
The Parish of Ascension reserves the right to disqualify any Bid, response to a Request for Qualifications, or Request for Proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. Ascension Parish Government reserves the right to reject any and all bids/proposals for just cause.
