Traffic Safety Improvements County-Wide
MDOT Project No. HSIP-0038-00(046)LPA/108122-701000
The Lauderdale County Board of Supervisors will receive bids for the Traffic Safety Improvements County-Wide Project, Federal Aid Project No. HSIP-0038-00(046)LPA/108122-701000 no later than 2:00 p.m., local time, Tuesday, February 1, 2022, at the Lauderdale County Annex Building (Raymond P. Davis), Board of Supervisors Conference Room – 11th Floor, 410 Constitution Avenue, Meridian, MS 39301, at which time said bids will be publicly opened and read aloud.
The work shall consist essentially of the following items:
Installation of new roadside signs, raised pavement markers, and permanent striping and all other related items of work required to complete the project as shown as specified in the contract documents.
The contract time is 63 working days.
The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.
The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.
The Lauderdale County Board of Supervisors hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The DBE goal will be 3%.
Plans, specifications, and contract documents are on file and open to public inspection at Lauderdale County Chancery Clerk’s Office, 500 Constitution Avenue, 1st Floor, Meridian, MS 39301, and at Lauderdale County Road Department, 410 Constitution Avenue 11th Floor, Meridian, MS 39301 One copy of the Plans, Specifications and Contract Documents may be procured upon payment of Two Hundred and No/100 Dollars ($200) at the office of Stantec Consulting Services Inc., 2600 Lakeland Terrace Suite 200, Jackson, MS 39216-4722. The payment is non-refundable. Plans, specifications, and contract documents may also be secured at no charge by either of the following methods:

Each bid shall be accompanied by a Cashier’s check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Lauderdale County Board of Supervisors as bid security. Bidders shall also submit a current financial statement, if requested by the County. The successful bidder will be required to furnish a Performance Bond and a Payment bond each in the amount of one hundred percent (100%) of the contract amount.
The sealed bid proposal and contract documents in its entirety shall be submitted electronically by Central Bidding (www.centralbidding.com) , or in accordance with the specifications and procedures available with Central Bidding, by mail, via UPS, by courier service, i.e. FedEx, or by hand to the Lauderdale County Board of Supervisors, Purchasing Agent, 11th Floor Courthouse Annex, 410 Constitution Avenue, Meridian, MS., during the hours of 8:00 a.m. to 5:00 p.m. Monday through Friday up until 2:00 p.m. on Tuesday, February 1, 2022. Bid packets not properly completed will be rejected for failure to comply. For any questions related to the electronic bidding process, please call Central Bidding at 225-810-4814. Stripped Proposals will be rejected. Bids cannot be faxed or e-mailed and will be rejected if submitted as such. Envelopes must be labeled correctly. Bidders may not withdraw their bid within sixty (60) days after the date of the actual bid opening without consent of Lauderdale County.
Work to be performed shall be in accordance with the “Mississippi State Highway Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
The attention of Bidders is directed to the provisions of Subsection 102.07 pertaining to irregular proposals and rejection of bids.
The County reserves the right to reject any and all bids and to waive informalities.
