Notice is hereby given that the Lafayette Airport Commission, referred to as “LAC” is requesting proposals from interested parties, referred to as “Contractor” for Pest Control Services for ten (10) airport locations. Proposals will be received until 8:00 a.m., on Tuesday October, 26, 2021 for the following described purpose:

Proposals received after the above stated date and time will be returned unopened to the sender.
The primary term of the contract shall be for twenty-four (24) months, January 1, 2022 – December 31, 2023; with three (3) one-year automatic renewal periods, The contractor must provide, for consideration, written notice of their intention to renew or not to renew at least sixty (60) days prior to expiration of the original or any renewal term. Contract will begin thirty days prior to the new airport terminal opening. This date is projected to be November/December but can be changed at any given time as the new terminal is under final stages of construction. Selected contractor will be issued a notice to proceed two weeks prior to anticipated start date.

The Owner does not assume any responsibility for errors or misinterpretations results from the use of incomplete sets of Proposal Documents. The Lafayette Airport Commission reserves the right to reject any and all proposals, where applicable to accept in whole or in part, to add or delete quantities, to waive informalities or irregularities in the proposals received, to reject a proposal not accompanied by all required documents, and to accept or reject any proposal which deviates from specifications when in the best interest of the Lafayette Airport Commission. Irrespective of any of the foregoing, the Lafayette Airport Commission will have the right to award the contract in its own best interest.
The Proposer must be licensed to perform commercial pest control work in the State of Louisiana and shall have a minimum of five (5) years of associated commercial work.
The Lafayette Airport Commission, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
It is the policy of the Lafayette Airport Commission to create a level playing field on which Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs) can compete fairly for opportunities. Accordingly, the Lafayette Airport Commission has established a Small and Disadvantaged Business Enterprise (S/DBE) Participation Goal of 1.46 % for this solicitation.
In compliance with the Lafayette Airport Commission’s commitment to inclusion of small and disadvantaged businesses and to be eligible for award of a contract, the Proposer MUST either:
1.Meet the S/DBE goal as advertised with meaningful small/disadvantaged business participation
through subcontracts, joint ventures, or suppliers; OR
2. Demonstrate Good Faith Efforts to meet the S/DBE goal.
An SBE must meet the following criteria:
1. The firm MUST be at least 51% owned and controlled by an economically disadvantaged
Individual. Economically disadvantaged is defined as a person whose personal net worth is less
than $1.32 million.
2. The economically disadvantaged owner MUST be a resident of Louisiana.
3. The firm MUST meet the Small Business Administration’s size standard and MUST NOT
exceed $23.98 million gross receipts.
Lafayette Airport Commission will accept businesses certified as SBE by the Louisiana Department of Transportation and Development (LADOTD) Small Business Element (SBE) Program. SBE firms certified by the LADOTD can be found at http://www.laucp.org/UCP/UCPSearch.aspx.
