            Sealed bids will be received on Monday, April 20, 2015, by the Pointe Coupee Parish Port Commission, at the Courthouse Annex Building, 160 East Main Street, in New Roads, Louisiana until 2:00 p.m. and at that time all bids will be publicly opened and read at the Courthouse Annex Building. Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the Pointe Coupee Parish Port Commission Chairman for handling in accordance with the Louisiana Public Bid Law.
 
Official bid documents are available for electronic bids and are accepted at Central Bidding. Vendors/Contractors have the option to submit their bids and bid bonds electronically or by paper copy.             Bids received prior to the time of the scheduled bid opening will be securely kept unopened.  No bid received after the scheduled time for opening will be considered.  Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids on time shall not be considered due cause for the scheduled time of the bid opening to be extended.

            Estimated Project Cost:        $250,000 - $300,000
            Project Construction Time:  90 days
(NOTE: Retrofitting of dock mounted pedestal, if required, not included in bid price or schedule.)
 
            The rehabilitated or replacement crane must have a useful life of no less than 20 years with normal use.  Normal use is defined as duty-cycle use typical of the historical usage at the Pointe Coupee Parish Port which equates to 7,000 to 10,000 tons per year.  A one-year product and service warranty shall be included as a final project deliverable.
 
            Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents.  Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of La. R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractor’s License Number(s) as evidence that they hold a Heavy Construction license; and/or Wharves, Docks, and Terminals license; and/or Crane Manufacturing, Erection, Installation, and Services license.
 
            A copy of the crane rehabilitation components identified for the rehabilitation project (Section S-001) as well as Instructions to Bidders and bid documents, can be obtained by request to Mrs. Gerrie Martin, Pointe Coupee Parish Police Jury, 160 East Main Street, New Roads, LA, or by phone at 225-638-9556.
 
            Bidders are required to comply with La. R.S. 38:2212(O), as may be amended (further described in the Instruction to Bidders).  Failure to include a copy of the appropriate signature authorization, if required, shall result in the rejection of the bid as non-responsive. 
 
             All bids shall be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the bid made payable to the Pointe Coupee Parish Port Commission.  Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
 
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents (SECTION C. PROPOSAL FORMS, C1 – C7).To be considered responsive, the Louisiana Uniform Public Works Bid Form must (a) be fully completed and signed, (b) be responsive in all respects to the Bidding Documents, and (c) be made on the Bid Forms provided.  The Pointe Coupee Parish Port Commission reserves the right to reject any and all bids in accordance with State Bid Law.
