St. Charles Norco Library Renovation/Addition
Separate sealed bids for the St. Charles Norco Library Renovation/Addition will be received by the St. Charles Parish Council Office at the St. Charles Parish Courthouse, P.O. Box 302, 15045 River Road, Hahnville, Louisiana, 70057, either by registered or certified mail with return receipt requested, hand delivered, or electronically submitted at Sealed bids will be accepted no later than 2:00 P.M. local time on Thursday, November 9th, 2017. Promptly thereafter, the bids will be publicly opened and read aloud in the Council Chambers.  The Owner reserves the right to reject any and all bids, and to disregard all non-conforming, nonresponsive, unbalanced or conditional bids.
The Bidding Documents (Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Louisiana or to bona fide suppliers of materials and equipment for download at:

Download of Contract Documents can be done at the above sites.  Registration at Central Bidding is free. This allows users to browse the site for all available bids, as well as submit electronic bids through Central Bidding (at no cost). In order to download the documents from Central Bidding, if not already a member, vendors have 2 options:   
-They can pay a one-time fee of $49.99 for all bid related material, for the entire project, including all addenda added or any other files added after their payment.
-They can also purchase a 6-12 Month Unlimited Membership, which gives them full access to all bids listed at Central Bidding.  Contractors are responsible for direct payment to Reprographics Company if printing is needed.  Only electronic download of Contract Documents are available from Parish/Architect, therefore no deposits are required nor refunds available.  Plan holders are responsible for their own reproduction costs.
Pre-Bid Conference:  A Pre-Bid Conference to discuss the scope of the project and the requirements of the Bidding Documents will be held on Tuesday October 17th, 2017 at 11:00 A.M. at the site of the future St Charles Parish Norco Branch Library (currently a bank bldg.), at 590 Apple Street, Norco, LA 70079.  Attendance at the Pre-Bid Conference is Non-Mandatory.
Each bidder must deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a certified check, cashier’s check or bid bond.  If the bid is submitted electronically and a certified or cashier’s check is used for bid bond, then the actual check shall be delivered to the St. Charles Parish Council Office, St. Charles Parish Courthouse, 15045 River Road, Hahnville, Louisiana, 70057. Electronic bids shall contain all the same documents that are required in a physically delivered bid.
Electronic Submittals of Bids
In accordance with LRS 38:2212.1(4)(a), St. Charles Parish offers bidders the ability to respond to this bid electronically. You may go directly to our vendor’s website at and click on “St. Charles Parish Norco Library”.
The outside of the bid envelope must contain the submitting firm’s name, Louisiana Contractor’s License number, the Project Title, and the Project Number.
