INVITATION TO BIDDERS
Sealed bids or electronic bids are requested by Cameron Parish School Board from general contractors for construction of:

Bids will be received at the Cameron Parish School Board, 510 Marshall Street, Cameron, Louisiana 70631, until 3:00 pm, LOCAL TIME, September 27, 2012 in the 2nd floor Conference Room or mailed to:

at which time and place the bids will be publicly opened and read aloud. Bidders have the option to submit their bids electronically by using Central Auction House at www.centralauctionhouse.com.
The successful Bidder is allowed 180 calendar days to complete the Project from the date of a Notice to Proceed. Liquidated damages will be assessed at $1,000.00 for each consecutive calendar day for which the work is not substantially complete.
Bid Documents may be reviewed at the office of Brossett Architect, LLC, 414 Pujo Street Lake Charles, LA upon deposit of $25.00 per set. No cash will be accepted. Deposits will not be refunded. A CD containing a complete set of documents may be obtained from the Project Architect.
Bid security equal to five percent (5%) must accompany all bids (the sum of the base bid and all alternates) and must be as a cashier’s check, certified check, or a satisfactory bid bond executed by the Bidder, written by a company licensed to do business in Louisiana, countersigned by a person who is under Contract with the surety company or bond issuer as a licensed agent in this state and who is under Contract with the surety company or bond issuer as a licensed agent in this state and who is residing in the State. Surety represents that it is listed on the current U.S. Department of the Treasury Financial Management Service List as approved for an amount equal to or greater than the amount for which it obligates itself in this instrument. No Bid Bond showing an obligation of less than five percent (5%) by any method is acceptable.
The Cameron Parish School Board reserves the right to reject any and all bids for just cause. In accordance with LA R.S. 38:2212 (A)(1)(b), the provisions and requirements of this section, those stated in the advertisement for bids, and those required on the Bid Form will not be considered an informalities and will not be waived by any public entity.
The successful Bidder will be required to furnish a Performance and Payment Bond written by a Company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount, and who is currently on the U.S. Department of the Treasury Financial Management Service List and complies with LA R.S. 38:2219. The bond will not be accepted if written for an amount exceeding the amount listed in the Treasury Financial Management Service List. The bond will be countersigned by a person who is under contract with the surety company or bond issuer as an insurance agent in this state, and who is residing in this state.
Attention of Bidders is particularly called to the fact that this project is foundered under the Louisiana Community Development Block Grant program and certain requirements as to conditions of employment, minimum wage rates to be paid under the contract, Section 3 of the Housing and Urban Development Act of 1968 as amended, Section 109 of the Housing and Community Development Act of 1974, Certification of Non-Segregated Facilities, and Executive Order 11246, as amended, are to be adhered to.
A PRE-BID CONFERENCE will be held on September 12, 2012 at 9:00 am at the project site located at 1039 Hwy 384, west side parking lot.
Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of race, creed, color or national origin. All minority, female or Section 3 firms are encouraged to participate.
Contract, if awarded, will be on the basis as provided by Louisiana law. The non-collusion affidavit and other documents and information referenced in the bidding documents must be hand-delivered by the apparent low bidder within 10 business days of the bid opening. No bid may be withdrawn for a period of 45 days after bid opening except as provided by law.
Bids will be accepted only from contractors who are licensed under LA R.S. 37:2150-2164 for the classification of “Building Construction” and show their licenses number on the front of the sealed envelope in which their bid is enclosed. No bid may be withdrawn forty-five (45) days after receipt of bids, except under the provisions of LA R.S. 38:2214.
The public will incur no obligation to the Contractor until the Contract between the School Board and Contractor is fully executed.
All bids must be plainly marked on the outside of the envelope: “Grand Lake High School Press Box”.
Any persons with disabilities requiring special accommodations must contact the responsible entity no later than seven (7) calendar days prior to bid opening.
Bids may be held by the Cameron Parish School Board for a period not to exceed forty-five (45) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding the Contract. Official action on this bid will be taken within forty-five (45) days by the Cameron Parish School Board.
