Sealed bids for Ludevine Pump Station project will be received on Thursday, June 8, 2023 until 10:00 AM, by the North Lafourche Conservation, Levee and Drainage District, 3862 Hwy 1, Raceland, LA 70394.  At 10:00 a.m., all bids will be publicly opened and read aloud.  Subsequent to the opening, the bid/bids will be evaluated by the appropriate party/parties and will be presented to the North Lafourche Conservation, Levee, and Drainage District for handling in accordance with the Louisiana Public Bid Law.
 
Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.
 All bids must reach the North Lafourche Conservation, Levee and Drainage District, 3862 Highway 1, Raceland, Louisiana 70394 before 10:00 a.m. on the day of the bid opening.  Failure of the U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Project Name: LUDEVINE PUMP STATION
 
Project Description:   The project consists of the construction of a drainage pump station consisting of vertical line shaft pumps with diesel engines, construction of a metal building, concrete deck and galvanized steel trash screen.
 
Probable Construction Cost:  Base Bid: $4.93M (two pumps),
Incl. Alternate No. 1: $5.40M (three pumps)
 
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature.  Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license of Heavy Construction that is in full force and effect.
The plans, specifications, and proposal forms are on file in the office of North Lafourche Conservation, Levee and Drainage District, 3862 Highway 1, Raceland, Louisiana 70394 and may be obtained by each prospective bidder from GIS Engineering, LLC, located at 197 Elysian Drive, Houma, Louisiana 70363 upon payment of $150.00 per set. A Pre-Bid Conference will be held on Thursday, May 25, 2023, at 10:00 a.m. at the office of the Owner, North Lafourche Conservation, Levee and Drainage District at 3862 Hwy 1, Raceland, LA .70394.  Following the optional pre-bid conference will be an optional pre-bid site visit. All questions relating to the project shall be submitted in written form or email. The deadline for submitting questions relating to the project is 10:00 a.m. local time, Thursday, June 1, 2023
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:2212(0).
All proposals must be accompanied by a Certified Check, Cashier's Check or Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the North Lafourche Conservation, Levee, and Drainage District.  Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents.  In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
Successful bidders must register with the Lafourche Parish Sales and Use Tax Department for use tax purposes.  The North Lafourche Conservation, Levee, and Drainage District reserves the right to reject any and all bids in accordance with State Bid Law.
