INVITATION FOR BIDS
COLUMBIA PARC SENIOR 120 NEW AFFORDABLE HOUSING UNITS
Sealed bids for Columbia Parc Senior-120 New Affordable Housing Units consisting of constructing 120 New Affordable Housing Units ranging from one bedroom-one bath flat units located in a multi-story building (two and three stories) to two bedroom-one bath cottage style units will be received by St Bernard Redevelopment, LLC as Agent for the Housing Authority of New Orleans (HANO) until 2:00 p.m. local time on JUNE 16, 2011. All bids received by the due date and time will be publicly opened and read aloud in the Community Room of Columbia Parc at the Bayou District located at 1401 Milton Street.
Deliver one original of the required submittals, in a sealed envelope or box clearly marked with the words “Bid Documents”, to the Leasing Office of Columbia Parc at the Bayou District at the following address:

The bidder must place on the outside of the envelope in the upper, left-hand corner the following when submitting their bid:

Contractor’s License Number
Date and Time bids are due
Bidders have the option to submit bids electronically in accordance with Louisiana Revised Statute 38:2212 A(l)(f)(i). Bids submitted electronically shall be submitted through Central Auction House (www.centralauctionhouse.com). The electronic bid must be accompanied by a scanned copy of the bid security being furnished (either bid bond, cashier’s check or certified check). If furnishing either a cashier’s check or a certified check as the bid security, Bidder shall also include the original check in a sealed envelope to be delivered and received by St Bernard Redevelopment as Agent for HANO at the date, time and place for submitting non- electronic bids. The Bidder shall include the Contractor’s name and address, IFB name and number, Contractor’s License Number, the date and time bids are due and the words “Bid Security for Electronic Bid” on the outside of the envelope in the upper, left hand corner. Bidders must meet requirements of the State of Louisiana Contractor's Licensing Law R.S. 37:2151-2163, including maintaining a current license in the proper classification for this Project.
BIDDING DOCUMENTS - Complete Bidding Documents for this project are being distributed in electronic form on behalf of the Designer by Letterman’s. They may be obtained without charge and without deposit from the Public Plan Room at www.lettermansdigitalvault.com.
Printed copies are not available from the Designer but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to Letterman’s:

Each bid shall be accompanied by a bid security in the form of a cashier’s check, certified check or bid bond for five per cent (5%) of the total amount of the bid submitted as evidence of good faith of the Bidder.
A mandatory pre-bid conference, followed by a site visit, will be held at the Community Room of Columbia Parc at the Bayou District, 1401 Milton Street, at least ten (10) days before the date for receipt of bids. The Architect or St Bernard Redevelopment, LLC as Agent for HANO shall coordinate the setting of the date, time and place for the pre-bid conference. Attendance is mandatory and is a prerequisite for submitting a bid on the Project. Any revisions made necessary as a result of the pre-bid conference shall not be valid unless included in a written addendum.
All bids submitted are subject to these Instructions and Supplemental Instructions to Bidders, General Conditions, Specifications, and all other requirements contained herein, all of which are made a part of this Invitation for Bid by reference.
St Bernard Redevelopment, LLC as Agent for The Housing Authority of New Orleans reserves the right to reject any or all bids for just cause. A Bid not accompanied by the required bid security, or a bid which is in any way incomplete or irregular is subject to rejection.
