It has been noticed in the Specifications and Contract Document that bids will only be accepted by contractors that hold a Municipal and Public Works Construction license. As this project is mainly civil or heavy construction related will a license that has an endorsement for highway, street, and bridge construction be acceptable?

The typical pavement section on sheet number 2 indicates 12-inches of subgrade (embankment) under the class 1 base course. Can you confirm that this subgrade will be paid per item 3 and that only the excavation is covered by item 5? What is infrastructure needs to be relocated under item number 10?

Is the job Tax Exempt? The specifications and contract document states on page 7 (0002-3): "The owner is tax exempt and will issue a Designation of Construction Contractor as Agent of Governmental Entity Sales Tax Exemption Certificate to the successful bidder", but state in page 17 (0003-9): "The Contractor shall pay all applicable sales, consumer, use and other similar taxes required by law. The contractor is required for reviewing the pertinent State Statuses involving the sales tax and complying with all requirements".
