Lafourche Parish Government (herein referred to as the "Owner")
Electronic bids will be received on Tuesday, January 21, 2020 by “Lafourche Parish Government, Community Development Block Grant Project for the Fiscal Year 2018 to be financed by the State of Louisiana CDBG Program” submitted through Central Auction House (CAH). Bid submittals will be accepted until 10:00 a.m. CST at which time bids will be retrieved from the CAH site and read aloud in the Lafourche Parish Government Conference Room at 402 Green Street, Thibodaux, LA 70301. Only electronic bids submitted on www.centralbidding.com will be accepted.
Official Bid Documents shall be obtained at Central Bidding. Electronic Bids are accepted at Central Bidding. Central Bidding can be accessed at www.centralbidding.com. Bids are being accepted for the following contract:
MARYDALE SEWER REHABILITATION
Plans and specifications for this project may be viewed at the office of Lafourche Parish Government, 402 Green Street, Thibodaux, Louisiana 70301 and Leonard Chauvin P.E., P.L.S., Inc., 627 Jackson Street, Thibodaux, Louisiana 70301; however, vendor’s/contractor must submit their bids electronically through CAH. The Lafourche Parish Government reserves the right to reject any and all bids in for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. The Lafourche Parish Government is an Equal Opportunity Employer and strongly encourages Section 3 firms to submit a response to this solicitation.
Each bidder must have an active DUNS Number, as verified on www.sam.gov, prior to the beginning of construction.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
Prices shall specifically EXCLUDE any and all sales and use taxes. Act 1029 of 1991 exempts’ local governments state and local tax effective September 1, 1991 from sales and use tax. Bid prices shall include any shipping charges, if applicable. The Lafourche Parish Government will authorize the designation of exemption to the contractor. It shall be the responsibility of the contractor to execute all exemption certificates with the Lafourche Parish Government on its behalf and its subcontractors.
The Base Bid is to replace existing Marydale Community package sewage treatment plant with a new 80,000 gpd extended aeration package plant including flow equalization and tertiary filter, renovation of the Plymouth St. and Ridgeway St. Sewer Lift Stations including pumps, electric motors, sensor controls, fiberglass enclosures and wet well coating, smoke testing existing sewer collection lines to locate infiltration points and excavation and repair of infiltration points including excavating leak points, proper sealing of pipe joints and service connections or replacing broken pipe sections. Existing sewer manholes will be cleaned and re coated.
Contract requirements for completion of construction for base bid will be 180 calendar days.
Liquidated damages for delay will be in the amount of $500.00 per day for each day over the allowed proposed time limit.
TYPE OF CONSTRUCTION: MUNICIPAL AND PUBLIC WORKS CONSTRUCTION
A mandatory Pre-bidders Conference shall be held on Tuesday, January 7, 2020 at 10:00 a.m. in the office of Leonard Chauvin P.E., P.L.S., Inc., 627 Jackson St., Thibodaux, LA 70301. All prospective bidders shall be present at the beginning of the pre-bid conference and shall remain in attendance for the duration of the conference. Any prospective bidder who fails to attend the conference or remain for the duration shall be prohibited from submitting a bid for the project.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
