Sealed Bids from General Contractors duly licensed pursuant to Louisiana’s Contractors’ Licensing Laws for the Major Classification of Highway, Street, and Bridge Construction are requested by the City of Central for the following Project:
CITY OF CENTRAL’S
ASPHALTIC CONCRETE PAVEMENT PRESERVATION 2023-2024
STATEMENT OF WORK
Asphaltic concrete pavement preservation improvements for City-owned roads and other public surfacing assets that will extend the life of each asset.
Bids will be received at the offices of the City of Central, 13421 Hooper Road, Suite 8, Central, LA 70818 until 10:00 AM., local time on Wednesday, November 29, 2023. At which time and place the bids will be publicly opened and read aloud. Bidders have the option to submit their bids electronically by using Central Bidding (www.centralbidding.com).
Copies of Bid Documents may be obtained from www.centralgov.com, www.centralbidding.com, or in-person from City of Central Municipal Services, 6703 Sullivan Road, Central, La 70739, (225)262-5000, upon payment of a deposit of One Hundred Dollars ($100) (or free for electronic copy with contractor provided media) per set made payable to the City of Central. Documents can be mailed to bidders for an additional $10.00 per set. Any deposit or portion of the deposit is returnable as provided by Louisiana State Public Bid Law. Per La. R.S. §38:2212(D), only bidders who are properly licensed will be provided a set of the Bid Documents.
Each bid must be submitted in a sealed envelope bearing on the outside of the envelope, the name of the bidder, address of bidding agency, contractor’s state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Central, 13421 Hooper Road, Suite 8, Central, La 70818, mailed via registered or certified mail, return receipt requested, and must be received no later than the date and time for bid opening. In addition to paper bids, electronic bids and electronic bid bonds for the following project may be submitted through www.centralbidding.com. All electronic bids must be submitted on or before the deadline for bid submission.
Bids must be accompanied by bid security equal to 5 percent of the base bid and all additive alternates in the form of either a certified check or a bid bond.
The Owner reserves the right to waive any informalities or to reject any or all bids.
The Non-Collusion Affidavit, the Affidavit certifying compliance with R.S. §38:2212.10 regarding an employee verification system, the No Convictions Affidavit required by R.S. §38:2227, and other required affidavits/documentation as specified in the Bid Documents must be delivered by the apparent low bidder within 10 calendar days of the bid opening. No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof, except as provided by law.
All questions regarding this project and the bid package shall be submitted to the Pavement Management Program Manager via
[email protected] by 4:00 PM on November 17, 2023. Any changes or clarifications will be issued in the form of an addendum as set forth below.
All addenda, amendments, letters of clarification, and withdrawal notices will be posted online at www.centralbidding.com, in addition to electronic copies being distributed to contractors known to have requested bid documents. It will be the responsibility of the bidder to check for updates.
The City of Central shall not be responsible if the bidder cannot complete and submit a bid due to failure or incomplete delivery of the files submitted via the internet. The City of Central reserves the right to reject any and all bids for just cause.
