INVITATION TO BIDDERS 

Notice is hereby given that sealed bids will be received by the Jackson County Utility Authority 
at 1225 Jackson Avenue, Pascagoula, Mississippi 39567, until 1:00 pm, Tuesday, March 23, 
2021, at which time they will be publicly opened and read aloud.  Envelopes containing the bids 
must be sealed, addressed to Jackson County Utility Authority, and designated as Bid for: 

“Tucker Road Regional Pump Station 6 SRF Improvements” 

The project primarily consists of the construction of a triplex submersible pump station, a 
triplex in-line pressure reducing pump station, approximately 900 linear feet of 24” 
diameter HDPE force main installed via directional drill, approximately 825 linear feet of 
24” HDPE installed via open-cut, approximately 1,360 linear feet of 8” HDPE force main 
installed via slip-lining, approximately 1,350 linear feet of PVC gravity sewer (18” and 
21” in diameter); furnishing and installing new electrical and controls; sediment and 
erosion control; and all incidentals and appurtenances.  

All bids must be on file with the Jackson County Utility Authority, 1225 Jackson Avenue, 
Pascagoula, Mississippi 39567 on or prior to the hour and date first mentioned above and 
must be sealed. 

Bidding Documents may be examined at the office of Jackson County Utility Authority, 
1225 Jackson Avenue, Pascagoula, MS 39567, at the office of Kimley-Horn and 
Associates, Inc, 11 North Water Street, Suite 9290, Mobile, AL  36602.  Copies may be 
obtained at the office of Kimley-Horn and Associates, Inc, 11 North Water Street, Suite 
9290, Mobile, AL  36602, or by contacting Kimley-Horn, Inc. at 251.263.8311 or email: 
[email protected] upon deposit of $200.00 per set. Partial sets of 
Bidding Documents will not be available.  Neither the Owner nor the Engineer will be 
responsible for full or partial sets of Bidding Documents, including Addenda, if any, 
obtained from other sources.  Bidders who return full sets of the Bidding Documents in 
good condition within 10 days after receipt of Bids will receive a full refund.

A strongly recommended Pre-Bid meeting will be held at 1225 Jackson Ave., Pascagoula, MS 
39567, and a following visit to the project site on Thursday, March 4, 2021 at 10:00 a.m.

Bid security shall be furnished in accordance with the Instructions to Bidders. 

Bidders shall furnish proof of qualifications to perform the Work as described in the 
Instructions to Bidders. 

Time of commencement of the Work and Contract Times for completion shall be in 
accordance with the Agreement. 
 
All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, 
building, construction, repair, maintenance or related work, must comply with Section 31-3-21,
Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board 
of Public Contractors.  The current Certificate of Responsibility Number shall be indicated on the 
exterior of the sealed bid envelope before it can be opened. 
 
ALL BIDS SUBMITTED FOR $50,000 OR LESS SHALL BE SO MARKED ON THE 
EXTERIOR OF THE SEALED BID ENVELOPE. 

The Jackson County Utility Authority reserves the right to reject any and all bids, waive 
technicalities, informalities or irregularities in the bids received, solicit new bids, or to choose 
that bid which is deemed to be in the best interest of the Jackson County Utility Authority. 

The instructions contained in this “Notice to Bidders” shall be considered as an extension and 
part of the project contract documents.

CONTROL REVOLVING LOAN FUND (WPCRLF) LOAN PROGRAM FROM THE STATE OF 
MISSISSIPPI. NEITHER THE STATE OF MISSISSIPPI, THE COMMISSION ON ENVIRONMENTAL 
QUALITY NOR ANY OF THEIR EMPLOYEES IS OR WILL BE A PARTY TO THIS INVITATION FOR BIDS 
OR ANY RESULTING OR RELATED CONTRACTS. THIS PROCUREMENT WILL BE SUBJECT TO ALL 
APPLICABLE SECTIONS OF THE MISSISSIPPI CODE OF 1972, ANNOTATED.
