The Greater Lafourche Port Commission (GLPC or Port) is requesting proposals for disaster services related to the removal and disposal of debris from the bed and banks of Bayou Lafourche and lands and waters adjacent thereto (the “Bayou”) as a direct result of Hurricane Ida (the “Work”). The GLPC will accept proposals from qualified, properly licensed contractors with experience in disaster and debris removal services. This Request for Proposals (RFP) is subject to all guidelines provided by FEMA and in accordance with the General Provisions and Special Provisions. The limit of debris removal generally begins in Leeville, LA and extends downstream along Bayou Lafourche through Port Fourchon to the Gulf of Mexico.
Proposals will be received by the Greater Lafourche Port Commission (“GLPC”) at its Office located at 131 East 91st St., Cut Off, LA 70345 until 10:00 AM local time, May 26, 2023, after which time proposals will be opened and read aloud.
Sealed proposals can be delivered by USPS to 16829 East Main Street, Cut Off, LA 70345, and hand-delivered or via overnight courier service to 131 East 91st Street, Cut Off, LA 70345, or submitted online through https://centralauctionhouse.com/rfp.php?cid=68.
The Project consists of removal and proper disposal of debris from the bed and banks of Bayou Lafourche and lands and waters adjacent thereto (the “Bayou”) as a direct result of Hurricane Ida. There is an alternate proposal for certain items removed to be returned to GLPC at its Temporary Debris Staging and Reduction Site (TDSRS) at 221 Flotation Canal Rd.
No proposal will be considered unless it is accompanied by satisfactory evidence that the Proposer holds a Louisiana State Contractor's License in Highway, Street and Bridge Construction and/or Heavy Construction in full force and effect, in compliance with the Louisiana State Licensing Board for Contractors and Louisiana Public Bid Law.
All bids must be submitted on the Proposal Form prescribed by the Port. The successful contractor will be required to execute an Agreement (including Federal Contract Clauses), Attestation Affidavit and Byrd Anti-Lobbying Certification and provide General Liability, Automobile Liability and Workers Compensation Insurance and payment and performance bonds. The Commission reserves the right to reject any or all proposals, in whole or in part, and to waive informalities.
