LAFOURCHE PARISH GOVERNMENT
Electronic bids will be received on October 24, 2018 by Lafourche Parish Government, submitted through Central Auction House (CAH). Bid submittals will be accepted until 10:00 a.m. CST at which time bids will be retrieved from the CAH site and read aloud in the Lafourche Parish Government Conference Room at 402 Green Street, Thibodaux, LA 70301. Only electronic bids submitted on www.centralbidding.com will be accepted.
Official Bid Documents shall be obtained at Central Bidding. Electronic Bids are accepted at Central Bidding. Central Bidding can be accessed at www.centralbidding.com. To view, download, receive bid notices by e-mail and submit a bid, you must register with CAH. Plans and specifications for this project may be viewed at the office of Lafourche Parish Government, 402 Green Street, Thibodaux, Louisiana 70301 and Leonard Chauvin P.E., P.L.S., Inc., 627 Jackson Street, Thibodaux, Louisiana 70301; however, vendor’s/contractor must submit their bids electronically through CAH. The Lafourche Parish Government reserves the right to reject any and all bids in accordance with Louisiana State Public Bid Law. The Lafourche Parish Government is an Equal Opportunity Employer and strongly encourages Section 3 firms to submit a response to this solicitation.
The Lafourche Parish Government reserves the right to reject any and all bids for just cause. Such actions shall be in accordance with the Louisiana R.S. 38:2214 and Louisiana State Bid Law.
No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
Prices shall specifically EXCLUDE any and all sales and use taxes. Act 1029 of 1991 exempts’ local governments state and local tax effective September 1, 1991 from sales and use tax. Bid prices shall include any shipping charges, if applicable. The Lafourche Parish Government will authorize the designation of exemption to the contractor. It shall be the responsibility of the contractor to execute all exemption certificates with the Lafourche Parish Government on its behalf and its subcontractors.
The Base Bid is to complete road overlay improvements from La. Hwy. 308 to 40 Arpent Road (approximately 1¼ miles). A general outline of the work covered by this contract is as follows: asphalt patching, limestone base repair, scarify asphalt streets with 2” limestone base course and compact, cold plane asphalt streets, asphalt concrete binder & wearing course, asphalt & limestone driveway transitions, striping and reflective pavement markings, installation of a turning lane at Hwy. 308, and miscellaneous work specified in the plans issued for bid. Alternate No. 1 will be to install asphalt speed control humps, striping, and signs at locations indicated and installed in accordance with Sheet 5 on the construction drawings. Contract requirements for completion of construction for base bid will be 90 calendar days.
Liquidated damages for delay will be in the amount of $500.00 per day for each day over the allowed proposed time limit.
A certified check or bank draft, payable to the Lafourche Parish Government, or a satisfactory bid bond executed by the bidder and acceptable surety in an amount equal to 5% of the bid shall be submitted with each bid.
The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond written by a company licensed to do business in Louisiana in an amount equal to 100% of the contract amount.
TYPE OF CONSTRUCTION: HIGHWAY, STREET AND BRIDGE CONSTRUCTION
A mandatory Pre-bidders Conference shall be held on October 10, 2018 at 2:00 p.m. in the office of Leonard Chauvin P.E., P.L.S., Inc., 627 Jackson St., Thibodaux, LA 70301. All prospective bidders shall be present at the beginning of the pre-bid conference and shall remain in attendance for the duration of the conference. Any prospective bidder who fails to attend the conference or remain for the duration shall be prohibited from submitting a bid for the project.
