Sealed Bids will be received in the West Bank Purchasing Department, Suite 4400, Jefferson Parish General Government Building, 200 Derbigny Street, Gretna, LA 70053 until 2:00 pm, February 12, 2019 and publicly opened thereafter. At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site. For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123. However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only. All bids will be publicly opened at the West Bank location at 2:00 pm for the following project:
BROWN AVENUE CANAL IMPROVEMENTS
PUBLIC WORKS PROJECT NO. 2017-068-DR
The project consists of installation of reinforced concrete pipe arch (RCPA) within the existing Brown Avenue Canal for covering of the canal as well as cold planing, patching, and asphaltic concrete overlay of Brown Avenue adjacent to the canal. Portions of the work involve the installation of materials provided by the OWNER. The WORK of this contract will consist of a “Base Bid” and two (2) additive alternates. The Base Bid consists of the installation of RCPA additive between stations 26+49 to 22+61. Alternate 1, if awarded, will consist of the installation of RCPA between stations 21+59 and 22+61 in addition to the WORK of the Base Bid. Additive Alternate 2, if awarded, will consist of the installation of RCPA between stations 21+59 and 14+66.5 in addition to the WORK of the Base Bid and Additive Alternate No. 1.
If a contract for the WORK is to be awarded, it will be awarded to the lowest responsible bidder, who had bid in accordance with the requirements of the bidding documents, as determined by the OWNER’s evaluation of the corresponding Bid Form and Bid Form Attachments. Determination of the lowest bidder shall be on the basis of the Base Bid only or the sum of the Base Bid and Alternate No. 1 or the sum of the Base Bid and Alternate No. 1 and Alternate No. 2. The selection of the Base Bid versus the combination of the Base Bid and Alternate No. 1 versus the combination of the Base Bid plus Alternate No. 1 and Alternate No. 2 will be determined based on available funds for this project at the time of the award and will be subject to the OWNER’s and ENGINEER’s evaluation of the corresponding Bid Form and Bid Form Attachments, in accordance with all applicable bidding requirements and the provisions o Louisiana Public Contracts Law.
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. All bidders must show the Bid Proposal Number on the outside of their bid envelope and on the bid proposal. Late bids will not be accepted.
Each Bid must be accompanied by certified check, cashier’s check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner. If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House. No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana. A complete set of Contract Documents may be secured from H. Davis Cole & Associates, LLC, 1340 Poydras Street, Suite 1850, New Orleans, LA 70112 (PHONE 504-836-2020, FAX 504-836-2010) by licensed contractors upon receipt of $125.00 per set. Deposit on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of documents in good condition no later than ten (10) days after receipts of bids.
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract. Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law. Jefferson Parish and its partners as the recipients of federal funds are fully committed to awarding a contract(s) to firm(s) that will provide high quality services and that are dedicated to diversity and to containing costs. Thus, Jefferson Parish strongly encourages the involvement of minority and/or woman-owned business enterprises (DBE’s, including MBE’s, WBE’s and SBE’s) to stimulate participation in procurement and assistance programs.
All prospective bidders are invited to attend the non-mandatory pre-bid conference which will be held at 10:00 a.m., on January 28, 2019 in the Jefferson Parish Purchasing Department located at 200 Derbigny Street, Suite 4400, Gretna, LA 70053. However, failure to attend the pre-bid conference shall not relieve the bidder of responsibility for information discussed at the conference. Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or performing any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.
