REQUEST FOR PROPOSALS
Notice is hereby given that the Lafayette Airport Commission hereinafter referred to as “LAC”, will receive sealed Proposals until Tuesday, November 1, 2016 at 10:00 a.m. at the offices of the Lafayette Airport Commission, 222 Jet Ranger X Drive, Lafayette, Louisiana 70508, for the following described purpose:
LAFAYETTE REGIONAL AIRPORT
AIRCRAFT RESCUE AND FIRE FIGHTING, “ARFF” SERVICES
The work contemplated under this service contract with the Lafayette Airport Commission (“LAC”) includes all services to fulfill the Lafayette Regional Airport’s aircraft rescue and firefighting services in accordance with the specifications.
The “LAC” hereby invites Proposals from qualified, experienced firms providing Aircraft Rescue and Fire Fighting, “ARFF”, services at FAR Part 139 airports, the “Proposers”, for the award of a ARFF Services Agreement, to manage and operate the ARFF facility and equipment at Lafayette Regional Airport, pursuant to the terms and conditions hereinafter set forth in or referred to in the Request for Proposals, “RFP”. The LAC will award the Agreement to the most responsible, qualified, and financially responsive Proposer for a term of three (3) years commencing January 1, 2017. The LAC reserves to itself the right to extend the term of the Agreement, at its option, for up to two (2), one (1) year additional terms.
Proposal documents may be obtained at the offices of the Lafayette Airport Commission, 222 Jet Ranger X Drive, Lafayette, Louisiana 70508, (337) 266-4401, Monday through Friday, 8:00 a.m. - 4:00 p.m. Each Contractor requesting a “Request for Proposals” will be required to submit, to the Lafayette Airport Commission, a ten and no/hundredths ($10.00) dollar non-refundable deposit, to cover the cost of reproduction.

A Pre-Proposal Conference shall be held at the offices of the Lafayette Airport Commission, Conference Room, Second Floor, Lafayette Regional Airport Terminal Building, 200 Terminal Drive, Lafayette, Louisiana 70508 at 2:00 p.m., Thursday, October 20, 2016. The purpose of the Pre Proposal Conference is to familiarize Contractors with the requirements of the project and the intent of the contract documents, and to receive comments and information from Contractors. Any revision of the Request for Proposals made as a result of the Pre Proposal Conference shall not be valid unless included in an addendum issued in accordance with the Instructions.
Each Proposal must be accompanied by a Proposal security (Certified check, Cashier’s check or Proposal Bond with Power of Attorney) for an amount equal to FIVE (5%) of the total Proposal and all Alternates. MONEY ORDERS WILL NOT BE ACCEPTABLE. Such security to be not less than 5% of the net amount proposed, including taxes. If Proposal Bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write Proposal bonds which is either domiciled in Louisiana or owned by Louisiana residents. No Proposal Bond indicating an obligation less than five percent (5%) by any method is acceptable.
The Lafayette Airport Commission is seeking the participation of Disadvantaged Business Enterprises in all contracts or procurements let for goods and services and works of public improvement. Disadvantaged Business Enterprise (DBE) means a small business concern that is owned (51%) and controlled by one or more socially and economically disadvantaged individuals, including, for purposes of this definition, women. To that end, all Proposers and/or contractors are required to demonstrate that all applicable and available Disadvantaged Business Enterprise firms have been requested to provide all or some, as the intended purchase indicates, of the goods, services and/or works of public improvements sought by the Lafayette Regional Airport. “DBE” participation documentation forms A and B are available at the Lafayette Airport Commission Office, 222 Jet Ranger X Dr., Lafayette, LA.
The requirement of the Proposers to document their compliance or efforts to comply is mandatory. The Proposal of Proposers failing to comply with these requirements will be disqualified.
Proposers who are found to have not complied will hold the Lafayette Airport Commission harmless in the event of third party action and/or may otherwise be subject to prosecution, by appropriate parties.
By RESOLUTION #2016-04-R1-02, on April 13, 2016 the Lafayette Airport Commission adopted a "DBE" Goal of 7.31% for Federal Fiscal Years 2015-2018.
