Sealed bids to install a waterline under the Mississippi River will be received by the St. James Parish Government until 10:00 a.m. on Thursday, August 28, 2014, at the Office of the Operations Director, Convent Courthouse, Convent, Louisiana at which time and place said bids will be publicly opened and read aloud. Any bid received after the announced closing time will be returned unopened. All bids must be submitted in a sealed envelope bearing the Bidder?s name, address, and State Contractor?s license number and must be addressed as follows: Bid: Community Development Block Grant Disaster Recovery (CDBG-DR) St. James Waterline under the Mississippi River Failure to have the license number on the envelope will be cause for not opening the bid. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. The successful bidder will be required to execute the Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after normal award of contract. The Contractor shall begin mobilization and procurement of materials within ten (15) working days of receipt of the Notice to Proceed. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
