Sealed bids to install a waterline under the Mississippi River will be received by the St. James Parish Government until 10:00 a.m. on Thursday, August 28, 2014, at the Office of the Operations Director, Convent Courthouse, Convent, Louisiana at which time and place said bids will be publicly opened and read aloud. Any bid received after the announced closing time will be returned unopened. All bids must be submitted in a sealed envelope bearing the Bidder?s name, address, and State Contractor?s license number and must be addressed as follows: Bid: Community Development Block Grant Disaster Recovery (CDBG-DR) St. James Waterline under the Mississippi River Failure to have the license number on the envelope will be cause for not opening the bid. The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the office of Professional Engineering and Environmental Consultants, Inc., 1065 Muller Parkway, Suite B, Westwego, LA 70094, and are open for public inspection between the hours of 9:00 a.m. to 4:00 p.m. A set of such documents may be obtained from the Engineers by prospective bidders upon payment of One Hundred Fifty Dollars ($150.00) deposit. This deposit will be refunded upon request in accordance with R.S. 38:2212. An electronic set of Contract Documents, Technical Specifications and Drawings may be obtained by submitting a request to [email protected]. All questions must be submitted in writing by email to [email protected] or by fax to 503-341-5600. The Engineers can be contacted at (504) 347-1900, Ext. 25, or by e-mail at ([email protected]). St. James Parish Government bid documents are posted on www.centralbidding.com. To view, download and receive bid notices/updates by e-mail prospective bidders will have to register with Central Auction House (CAH). Bidders will have the option to submit their bids & bid bonds electronically or by paper copy. Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. No bid may be withdrawn for at least forty five (45) days after scheduled closing time for receipt of bids. The Parish reserves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. All bidders must sign: (1) the Bid; (2) Certificate of Corporate Principal and Surety; (3) any Addenda issued; and (4) Bid Bond which must always accompany the bid in the correct amount. A Corporate Resolution authorizing a representative of the corporation to sign the bid must accompany the bid, if the bidder is a corporation. A Non-Mandatory Pre-Bid Conference will be held at 10:00 a.m. on Monday, August 18, 2014, in the Office of the Operations Director, located on the second floor of the Convent Courthouse, 5800 LA Highway 44, Convent, LA 70723, Attendance of the Pre-Bid Conference is highly recommended. The successful bidder will be required to execute the Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after normal award of contract. The Contractor shall begin mobilization and procurement of materials within ten (15) working days of receipt of the Notice to Proceed. The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements. Minority, female and Section 3 participation is encouraged. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Work Hours Standard Act. Any person with disabilities requiring special accommodations must contact the St. James Parish Government at (225) 562-2262 no later than seven (7) days prior to bid opening. The Parish hereby notifies all bidders that in regard to any contract entered into pursuant to this Advertisement, that Minority Business Enterprises will be afforded equal opportunity to submit offers in response to this invitation, and will not be discriminated against on the grounds of race, color, sex, national origin or disability in consideration for an award. Bidders should note the required attachments and certifications to be executed and submitted with the bid proposal.

Good Morning, Would it be possible to get a better quality PDF of the plans. When the plans are printed it is hard to read them and when you zoom in on the PDF file you cannot read the text. Thanks
