SOQ 21- 003
 
The Parish of Jefferson is hereby soliciting the submittal of a Statement of Qualifications (Jefferson Parish Professional Services Questionnaire) from persons or firms interested and qualified to provide guidance to the Jefferson Parish Charter Advisory Board.

Minimum Requirements for Selection 
That the person(s) or firm(s) submitting a Statement of Qualifications shall have the following minimum qualifications: The person(s) or firm(s) under consideration shall have professional training, education, and/or experience working with local governments regarding public policy and/or local governance and/or creating or revising municipal or parish home rule charters or ordinances.
 
Evaluation Criteria
 
The following criteria, listed in order of importance, will be used to evaluate each firm submitting a Statement of Qualifications:
 
1)   Professional training, education, and/or experience working with local governments regarding public policy and/or local governance and/or creating or revising municipal or parish home rule charters or ordinances. (Maximum points awarded shall be 35).
2)   Cost; proposers must provide an hourly rate, as well as any other expenses for which the Parish could be billed. (Maximum points awarded shall be 25 points).   
3)   Capacity for timely completion of the work, taking into consideration the person's or firms current and projected workload and professional and support manpower. (Maximum points awarded shall be 15 points).   
4)   The nature, quantity, and value of parish work previously performed and presently being performed by the person and/or firm submitting, with the intent being to provide maximum opportunity for different firms to work for the Parish. (Maximum points awarded shall be 10 points).   
5)   Past and current professional accomplishments, for which references from clients or former clients and information gathered by review of current or recent projects may be considered. (Maximum points awarded shall be 5 points).
 
All firms must submit a Statement of Qualifications (Jefferson Parish Professional Services Questionnaire). Please obtain the latest Jefferson Parish Professional Services Questionnaire, by calling the Purchasing Department at (504) 364-2678 or (504) 364-2682.
 
Submissions are to be submitted on the eProcurement site at www.jeffparishbids.net.
 
These submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding.  Central Bidding can be accessed by visiting either www.centralauctionhouse.com or www.jeffparishbids.net. All vendors will be required to register with Central Bidding. Jefferson Parish vendors are able to register for free by accessing the following link: www.centralauction.house.com/registration.
 
No submittals will be accepted after the deadline.
 
Affidavits are not required to be submitted with the Statement of Qualifications (Jefferson Parish Professional Services Questionnaire) but shall be submitted prior to contract approval.
 
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial Court.
