NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by Hospital Service District No. 2 of the Parish of Vermilion, dba Abbeville General Hospital either online at www.centralbidding.com or at Abbeville General Hospital Administrative Offices, 118 N. Hospital Drive, Abbeville, Louisiana, 70510 until 3:00 PM, Tuesday, August 18, 2020 for the following:

OPERATING ROOM ELECTRICAL UPGRADES

and will thereafter, be publicly opened and read aloud.  Bids received after the above-specified time for opening shall not be considered and shall be returned unopened to the sender.
 
The general scope of work for this project is the complete removal and replacement of the existing isolation panels and electrical branch circuits serving five (5) operating rooms in compliance with the prevailing edition of the National Electrical Code, Standard for Health Care Facilities (NFPA 99), and the Facility Guidelines Institute’s Guidelines for Design and Construction of Hospitals.  The work also includes installation of a new electrical feeder above existing ceilings, a new local distribution panel, and associated sub-feeders to each of the new isolation panels.  Additionally the work includes all electrical connections to a new Surgical Light and Medical Equipment Boom being installed in Operating Room No. 5 by a separate Vendor and General Contractor along with other noted electrical work within that room simultaneously during this project’s time schedule. New false wall chases will be constructed at the new local distribution and isolation panel locations as part of this work.  The Project includes selective demolition and reinstallation of suspended and/or Plaster Ceilings as well as coring of openings for electrical raceways above ceilings. The Surgical Suite shall continue to operate throughout the duration of this project.  Therefore, the vast majority of the work will have to be performed at night and on weekends when there are no surgical procedures scheduled and includes Contractor provided Infection Control and Interim Life Safety Measure requirements as more fully described in the Plans and Specifications.
 
A Pre-bid Conference will be held in the Hospital’s Auditorium Thursday, August 6, 2020 at 3:00 PM. All interested Contractors and major Subcontractors are encouraged to attend.
 
General Contractors (Prime Bidders), subcontractors and material suppliers interested in bidding shall obtain complete sets of electronically submitted plans, specifications and bid documents from the office of Craig Hebert Engineering, LLC, 107 Montrose Avenue, Second Floor, Lafayette, Louisiana 70503 Phone: (337) 261-963 at no cost. Printed copies are not available from the Designer or Owner but arrangements can be made to obtain them through most reprographic firms. Reproduction cost on the first paper set of plans and specifications acquired by bona fide Prime Bidders will be fully refunded by the Engineer upon delivery of the documents and printing invoice to the Engineer in good condition no later than ten days after receipt of the bids. All other plan holders are responsible for their own reproduction costs. Partial sets of documents will not be issued. Plans, specifications and bid documents shall be available to be transmitted in electronic format until twenty-four (24) hours before the bid opening. For convenience, complete Sets of Plans and Specifications may also be viewed online at http://www.centralbidding.com.
 
Notice: Prime Bidders (General Contractors) must register with and acquire either printed or electronically delivered plans and specifications from the office of the Engineer in order to be eligible to bid the project. Any Bid submitted by a Prime Bid Contractor that has not registered with and acquired their plans and specifications from the office of the Engineer shall be rejected.
 
 
Each quotation shall be accompanied by a certified check, cashier's check, or bid bond payable to the Owner, the amount of which shall be five percent (5%) of the total amount bid (including alternates).  If a bid bond is used, it shall be written by a surety or insurance company currently on the U. S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register or by a Louisiana domiciled insurance company with a least an A- Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide.  The bid bond shall be issued by a company licensed to do business in Louisiana and countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this state.  Bid Bonds shall be accompanied by a Power of Attorney as described in the Instructions to Bidders Section of the Specifications. The certified check, cashier's check or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents.
 
Contractors or contracting firms submitting bids in the amount of $50,000.00 or more shall certify that they are licensed contractors under Title 37 of the Louisiana Revised Statutes (LA. R.S. 37:2150-2192) for the classification of ELECTRICAL WORK and show their license number on the front of the sealed envelope in which their bid is enclosed.  Bids in the amount of $50,000.00 or more, not submitted in accordance with this requirement, shall be rejected and shall not be read.  If the contract price is less than $50,000.00, the contractor need not be licensed.  Any bid submitted that does not require the contractor to hold a license shall state the exemption on the bid envelope.  Additional information relative to the licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana.
 
Bidder is required to comply with provisions and requirements in accordance with LA. R. S. 38:2212(B)5.  No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
 
Each bid shall be submitted only on the Bid Form included in the Specifications.
 
The Contractor and all of his Subcontractors awarded this project shall be designated as an Agent for the Purchasing of Materials and/or Leasing of Equipment by the Owner and will thereby be exempt from the payment of State and Local Sales and Use taxes for this project as specified in the Project Manual.
 
The successful contractor will be required to execute Performance and Labor and Material Payment Bonds in the full amount of the contract as more fully defined in the bid documents.
 
The Owner reserves the right to reject any and all quotations or any portions thereof for just cause. In accordance with LA R. S. 38:2212(B)(1), the provisions and requirements of this Section, those stated in the invitation to bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
