Notice is hereby given that sealed proposals will be received by the City of Morgan City, State of Louisiana, until ten (10:00) o’clock AM, on June 22, 2023, at City Hall, City of Morgan City, 512 First Street, Morgan City, Louisiana 70380, from interested firms and individuals qualified to provide services, materials, and equipment for:
 
THE COLLECTION, HAULING AND DISPOSAL
OF MUNICIPAL SOLID WASTE
FOR THE CITY OF MORGAN CITY, LOUISIANA
 
and will be opened and publicly read aloud at City Hall, City of Morgan City, 512 First Street, Morgan City, Louisiana 70380, (985) 385-1770, at 10:00 AM, June 22, 2023. Proposals received after the above specified time will not be considered.
 
The following Solid Waste services are the subject of this proposal:  AUTOMATED CURBSIDE COLLECTION AND DISPOSAL OF RESIDENTIAL /SMALL COMMERCIAL SOLID WASTE WITHIN THE CITY LIMITS OF MORGAN CITY. Interested parties can secure the RFP packet from Genie G. Bonner, Administrative Secretary, City of Morgan City, 512 1st Street, Morgan City, Louisiana 70380, (985) 385-1770 or [email protected].
 
Explanations, interpretations, or clarifications shall be requested in writing via email to Charlie Solar, Jr. at [email protected].
 
A pre-proposal meeting will be held on Thursday, May 18, 2023 at 10:00 AM at City Hall.
All proposals must be plainly marked and should contain the following on the outside of the sealed envelope:

Preference is given to materials, supplies, and provisions that are produced, manufactured, or grown in Louisiana, quality being equal to articles offered by competitors outside the State.
 
The successful proposer shall be required to furnish a Payment Bond in an amount equal to 100% of the specific calculated total amount as defined in the request for proposal, shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents, all in accordance with R.S. 38:2219.
 
Proposals shall be accepted only from contractors who are licensed under R.S. 37:2150-2163 for one or more of the classifications as follows: “Specialty: Hazardous Waste Treatment or Removal; or Specialty: Non – Hazardous Waste Treatment or Removal; or Specialty: Garbage & Debris Disposal, Trash Chutes; or Municipal and Public Works Construction”.  No proposal may be withdrawn for a period of sixty (60) days after receipt of proposals, except under the provisions of R.S. 38:2214.
 
The Owner reserves the right to reject any and all proposals for just cause. In accordance with R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for proposals, and those required on the Proposal Form shall not be considered as informalities and shall not be waived by any public entity.
 
Applicability of Public Bid Law- This invitation for proposals should not be considered as subjecting this contract for garbage services to the public bid law. Under R.S. 33:4169.1, the City has a specific authority to address the collection and disposal of garbage and trash under a privately negotiated contract. The City specifically reserves all rights under the aforementioned statute.  This invitation for proposals should not in any way be considered as subjecting the City to the pubic bid law or raising any expectations of public bid process or due process concerns should the bid process be later abrogated.
 
Official action on this proposal will be taken within thirty (30) days by the City upon review of all proposals for compliance with a recommendation from the City Council for acceptance.  The City reserves the right to reject any or all proposals and to waive defects or irregularities in any proposal.
