PUBLIC NOTICE-INVITATION FOR ARCHITECTURAL DESIGN SERVICES
 
The Lafayette Parish School Board (LPSB) is seeking Statements of Qualifications (SOQ) from highly qualified Architectural Firms interested in providing complete Architectural Design Services for the following project:
 
ARCHITECTURAL DESIGN SERVICES FOR:
 
New Replacement of
Truman Early Childhood Center
RFQ # 27-22
 
The firm selected will be responsible for the programming, design and construction administration of a new school facility for the Truman Early Childhood Center, which is an all Pre-Kindergarten school facility.  Services shall include the necessary architectural, mechanical, electrical, food service design, civil engineering and landscaping design services required for a complete project.
The architectural firm selected for the project will be responsible for developing an educational program standard and educational facility standards that delineate the proposed programmatic and facility-standard changes based upon agreed trends in education, the LPSB instructional curriculum, and conventional building standards for school facilities.
The educational programming standards will outline the educational space needs of the school facility, such as the number of rooms, room sizes, and furnishing requirements.
The building standards will include material and product guidelines that should be used in the facility new construction and or addition/renovation project. These standards will include typical palettes of building materials to be used throughout the school facility. These materials shall include, but are not limited to: windows, doors, roofs, and exterior and interior wall construction, mechanical and electrical systems. The architect shall provide guidelines for all materials.
 
OPTION #1 - The architectural firm selected will be the Architect of Record and will be responsible for assembling a team of consultants that will include the design and production of all required documents including all appropriate systems, unless specifically noted herein. Due to the complex nature of this project, i.e. construction of a new school on the existing Truman Early Childhood Center site while educational activities will be ongoing during construction, the Lafayette Parish School Board intends to employ the Construction Manager at Risk (“CMAR”) delivery method, as authorized by La. R.S. 38:2225.2.4.  The Architect will be required to work as a team with a Construction Manager assigned by the Lafayette Parish School Board utilizing a Construction Manager at Risk (CMAR) construction delivery method. The Lafayette Parish School Board reserves the right to review the proposed design team and reject any consultants identified to be part of the Architect’s team due to poor past performance.
 
OPTION #2 – The architectural firm selected will be the Architect of Record and will be responsible for assembling a team of consultants that will include the design and production of all required documents including all appropriate systems, unless specifically noted herein.  The Lafayette Parish School Board may choose to purchase an independent site for the replacement facility and intends to employ the Construction Manager at Risk (“CMAR”) delivery method, as authorized by La. R.S. 38:2225.2.4.  The Architect will be required to work as a team with a Construction Manager assigned by the Lafayette Parish School Board utilizing a Construction Manager at Risk (CMAR) construction delivery method. The Lafayette Parish School Board reserves the right to review the proposed design team and reject any consultants identified to be part of the Architect’s team due to poor past performance.
 
Statements of Qualifications shall only be submitted on Lafayette Parish School Board Standard Qualifications Form LPSB-AE (dated 10/06/2021). A sample form is attached and a computer file can be provided upon request. Interested firms may obtain an official Request for Qualifications (RFQ) package from:

Only those firms that have obtained the official RFQ package for this project from the LPSB Purchasing Department, The LPSB Website or via Central Auction House will be considered by the LPSB-AE Selection Committee.
 
The original of the Statement of Qualifications (Standard Form LPSB-AE- RFQ # XX-XX, dated 10/06/2021) may be mailed or hand delivered to Purchasing Agent, Attn: Mr. Lee Francis, Lafayette Parish School Board, 113 Chaplin Drive, Lafayette, LA 70508. Five (5) additional copies of the Statement of Qualifications Standard Form LPSB-AE (10/06/2021) should be included in the submittal; however, one form LPSB-AE (10/06/2021) is to be clearly marked as “Original”. Please note that Prime consultants must use the Standard Form LPSB-AE Prime (dated 10/06/2021). Only Prime Consultant forms will be required for submission. Statements of Qualifications for this project will be accepted until 10:00 A.M., Central Standard Time, 10/25/2021.  [ In lieu of mailing or hand delivering their SOQs the designer may choose to submit their SOQs electronically to www.centralauctionhouse.com by 8:00 AM Central Standard Time.]
Statements of Qualifications that have not been received by the above aforementioned deadline date and time will be rejected. Additionally, failure to submit all of the information on Standard Form LPSB-AE (dated 10/06/2021) may result in the proposer being considered as non-responsive and may result in the Qualifications Statement being rejected.

Additionally, the members of the Architectural and Engineering Services Selection Committee request that the consultants submit Form LPSB-AE (dated 10/06/2021) only. Unless otherwise stated or required by the instructions, all other attachments or embellishments shall be excluded. It is also requested that Form LPSB-AE be stapled rather than being bound in a booklet.
Proposal Respondents, their consultants, sub-consultants, or other parties representing the proposer for this solicitation may not contact any LPSB Board Member or Architectural and Engineering Selection Committee member concerning this project from the date of the solicitation until the date of selection.
The Lafayette Parish School Board Architectural and Engineering Selection Committee reserves the right to reject all of the submittals in response to this Request for Qualifications and decide to refrain from entering into any contract relating to this solicitation.
