REQUEST FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES FOR LORANGER HIGH SCHOOL 20 CLASSROOM BUILDING ADDITION AND SHOP BUILDING
for the TANGIPAHOA PARISH SCHOOL SYSTEM;

Applications for ARCHITECTURAL SERVICES for LORANGER HIGH SCHOOL 20 CLASSROOM BUILDING ADDITION AND SHOP BUILDING will be accepted until 2:00 p.m., Friday, September 15, 2023.
 
Attention is called to the 2:00 p.m. deadline on the date listed above -- exceptions WILL NOT be made. Applications shall be submitted on the TPSS - 1 2023 EDITION FOR LORANGER HIGH SCHOOL 20 CLASSROOM BUILDING ADDITION AND SHOP BUILDING only, with no additional pages attached. Use the copy of the TPSS-1 form available on the website site below.  Additionally, the TPSS Non-Collusion Affidavit for LORANGER HIGH SCHOOL 20 CLASSROOM BUILDING ADDITION AND SHOP BUILDING dated May 11, 2023 must be submitted. Do not attach any additional pages to this application. Applications with attachments in addition to the pre-numbered sheets or otherwise not following this format will be discarded.  One fully completed signed copy of the application shall be submitted. The copy MUST be printed and mailed, or printed and delivered to the front desk at the Tangipahoa Parish School Board Building at 59656 Puleston Road, Amite, LA 70422.  Printed submittals shall not be bound or stapled. Timely delivery by whatever means is strictly the responsibility of the applicant.
 
LORANGER HIGH SCHOOL 20 CLASSROOM BUILDING ADDITION AND SHOP BUILDING; 19404 Hiatt Street; Loranger, LA 70446
 
This project consists of approximately 30,000 square feet addition consisting of Cafeteria, Servery, 20 Classrooms, Restrooms, Mechanical, Data, Electrical, Janitor’s Closet, Team Teaching and a second building of approximately 5,000 square feet consisting of Welding, Carpentry, Office, Restrooms, Custodial, Data/Electrical, and Lobby/Entry.
 
 
 
 
The funds Available for Construction (AFC) are approximately $11,092,268.00 with a Designer’s fee of approximately $889,590844.00.  Contract design time is 240 consecutive days inclusive of 45 days review time.  Thereafter, liquidated damages in the amount of $500.00 per day will be assessed.
 
GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS:Applicants are advised that design time ends when the Documents are "complete, coordinated and ready for bid". Documents will be considered to be "complete, coordinated and ready for bid" only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by the Construction Department.  Any re-submittals required to complete the documents will be included in the design time.  In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the Designer's contract is signed. Proof of coverage will be required at that time.
 
Project must meet all applicable local, state, and federal codes.  The Designer shall prepare all required drawings in AutoCAD and specifications in Word format.   All required drawings and specifications shall be submitted to the Construction Department in Adobe PDF format and hard copy.

Applicant firms should be familiar with the above stated requirements prior to application. The firm(s) selected for the project(s) will be required to sign the Tangipahoa Parish School System's standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds. The School Board shall incur no obligation to the Designer until the Contract Between Owner and Designer is fully executed.
 
 
Firms will be expected to have all the expertise necessary to provide all architectural services required by the for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants.
 
If necessary, an Addendum will be issued to clarify any questions forwarded to [email protected].  Place the name of the project in the Subject line of the e-mail.  E-mails without the project name will go unanswered.
 
ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY THE CONSTRUCTION DEPARTMENT OF THE TYPE(S) OF ACCOMMODATION REQUIRED NOT LESS THAN SEVEN (7) DAYS BEFORE THE PRE-SUBMISSION MEEETING and THE SELECTION COMMITTEE MEETING.
 
Envelopes containing the Application and Non-Collusion Affidavit shall have the name of the project on the front of the envelope.

The meeting for the Tangipahoa Parish Selection Committee will be held in the School Board Auditorium at 59656 PULESTON ROAD; AMITE, LA 70422.  The meeting date will be set after distribution of the RFQ’s to the Committee and will be posted on the website where documents were obtained.
