REQUEST FOR PROPOSALS
TOWN OF MADISONVILLE, STATE OF LOUISIANA
DISASTER DEBRIS REMOVAL & RECOVERY SERVICES
The Town of Madisonville is hereby soliciting the submittal of Proposals from Contractors interested in
providing Disaster Debris Removal & Recovery Services to Town of Madisonville under Project No.
M2025001 as follows:
Contract Owner: Town of Madisonville
Contract Name: M2025001 Contract for Disaster Debris Removal and Recovery Services
Principal Work Location: The Contract Work will be located generally throughout the Town of
Madisonville.
Description of the Basic Work: The Contract Work comprises the removal of disaster related debris and
disaster recovery services from scattered sites throughout the Town of Madisonville until December 31,
2027 with up to two (2) one-year extension options.
Proposals: Eligible firms must have demonstrated experience in managing FEMA reimbursable debris
removal projects. Individual Request for Proposal packages are available for the service stated above.
The Town of Madisonville will receive proposals from Proposers having specific experience and
qualifications in the area identified in the solicitation. For consideration, proposals for this project must
contain evidence of the Proposer’s experience and abilities in the specified area and other disciplines
directly related to the proposed services. Other information required by the Town of Madisonville may
be included elsewhere in the solicitation.
The Proposer may be required before the award of any contract to show to the complete satisfaction of the
Town of Madisonville that it has the necessary facilities, ability, and financial resources to provide the
services therein in a satisfactory manner. The Proposer may also be required to give a history and
references in order to satisfy the Town of Madisonville regarding the Proposer's qualifications. The Town
of Madisonville may make reasonable investigations deemed necessary and proper to determine the
ability of the Proposer to perform the work, and the Proposer shall furnish to the Town of Madisonville
all information for this purpose that may be requested. The Town of Madisonville reserves the right to
reject any offer if the evidence submitted by, or investigation of, the Proposer fails to satisfy the Town of
Madisonville that the Proposer is properly qualified to carry out the obligations of the contract and to
complete the work described therein.
In order for your Proposal to be considered, proposals (one original and six copies) and one digitally
signed proposal on CD, DVD, or flash drive must be received by the DEPARTMENT OF PUBLIC
WORKS, Town of Madisonville, Louisiana, 403 St. Francis Street, Madisonville, Louisiana, 70447,
either by registered or certified mail with return receipt requested, or hand delivered, no later than 10:00
a.m. local time on August 25, 2025.
REQUEST FOR PROPOSAL PACKAGES: The Request for Proposals does not commit the Town to
award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for
the articles of goods and services. The Town reserves the right to accept or reject any or all proposals received as a result of the Request for Proposals, to negotiate with all qualified Proposers, or to cancel in
part or its entirety the Request for Proposals, if it is in the best interests of the Town to do so.

Only those proposers that have obtained the official Request for Proposal packages will be considered.
Pre-Proposal Conference: Not applicable.
The successful proposer will be required to furnish a Performance and Payment Bond written by a
company licensed to do business in Louisiana, in the amount equal to one hundred percent (100%) of the
contract price. Certificates of Insurance will also be required as specified.
