Plaquemines Parish Project No. 25-11-02 -  Westbank Levee Repairs (Myrtle Grove to LeReussite)
 
Plaquemines Parish Engineering and Public Works (herein referred to as the “Owner”) by virtue and in conformity with the provisions of Act 70 of the 1746 Regular Session of Louisiana Revised Statutes of 1950, as amended, and other applicable laws, sealed bids marked “Sealed Bid – Parish of Plaquemines – Parish Project No. 25-11-02” will be received by the Owner for the construction of the project described as follows:
 
Westbank Levee Repairs
(Myrtle Grove to LeReussite)
 
Proposals shall be addressed to the Parish of Plaquemines, and delivered to the office of the Department of Engineering located at 333 F. Edward Hebert Blvd. Building 500, Belle Chasse, LA 70037 not later than 10:00 a.m., on June 9, 2025.   “Sealed Bid – Parish of Plaquemines – Parish Project No. 25-11-02”.  Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 a.m. on June 9, 2025, in the Conference Room at the Plaquemines Parish Government Office of Engineering and Public Works located at 333 F. Edward Hebert Blvd, Building 500, Belle Chasse, Louisiana 70037.
 
The Information for Bidders, Bid Form, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of the Engineer/Architect for the contract; All South Consulting Engineers, LLC located at 652 Papworth Avenue, Metairie, Louisiana 70005; (504) 322?2783. Copies may be obtained from All South Consulting Engineers, LLC., 652 Papworth Avenue, Metairie, Louisiana 70005, Phone: (504) 322?2783 by prospective bidders upon deposit of $45.00 (checks only, no cash accepted). This deposit will be refunded upon request in accordance with R.S. 38:2212. Validation of the Contractor’s license and classifications will be made prior to release of bid documents.
 
Complete Bidding Documents for this project are being distributed in electronic form on behalf of the Owner by Central Bidding (centralbidding.com) Printed copies are not available from the Owner or Architect. Plan holders are responsible for their own reproduction costs. No Deposit will be collected for the drawings or will money returned to unsuccessful bidders to reimburse the expense of purchasing plans.
 
Bids for this project may be submitted online at www.centralbidding.com.
 
Contractors submitting bids shall be licensed under LA License R.S. 37:2150?2164, HIGHWAY, STREET AND BRIDGE CONSTRUCTION. Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid.
 
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
 
In accordance with R.S. 38:2212B(1), the provisions and requirements as stated in the bidding documents shall not be waived.
 
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
 
No bidder may withdraw his/her bid within forty?five (45) days after the actual date of the opening thereof.
 
Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to participate.

Are contractors allowed to conduct a site visit prior to the prebid meeting? If so, is access for a site visit via the pump station and West Ravena Road also?

1. What is the construction cost estimate?
2. How did the Engineer calculate the bid quantity of 12,000 cy (truck measure)?
3. On the bid form, the unit of measure for Seeding and Fertilizing is LF and the unit of measure for Silt Fencing is Acres. Please clarify.
4. The plans state that trucks hauling fill material and trucks are required to enter the levee at the Myrtle Grove Pump Station and exist the levee at W. Ravena Road.
Is the intent to access the Wilkinson Pump Station from Audubon Road or from the Wilkinson Pump Station access road which is currently being utilized for the NOV05a.1 levee project. Access from Audubon Road is
not feasible for dump trucks.
5. The plans state that the Contractor shall not stage any fill material. All fill material shall be hauled from the approved borrow area directly to the placement areas along the levee.
The current condition of the levee crown is unsafe for the passage of dump trucks. Would the Owner consider providing the contractor an area (near Sta. 530+00) for the transfer of borrow from dump trucks to smaller
trucks which can safely traverse the levee crown?
6. In regards to the levee shaping along Audubon Road, approximately how many linear feet of levee is required to be re-shaped?

On Central Bidding's Bid Submittal Information section, it shows bids due June 9th. Addendum 4 shows project bids June 10th, is this the correct date?

Original specifications stated a bid opening of June 9. Addendum 1 changed the bid date to June 10. Prebid agenda states a bid date of June 10. Central bidding is currently showing a bid closing on June 9 at 10:00am. Please clarify actual
bid time and date.
