Sealed Bids will be received in the West Bank Purchasing Department, Suite 4400, Jefferson Parish General Government Building, 200 Derbigny Street, Gretna, LA 70053 until 2:00 pm, July 21, 2020 and publicly opened thereafter.  At no charge, bidders may submit via Jefferson Parish’s electronic procurement page by visiting www.jeffparishbids.net to register for this free site.  For convenience, bidders may also submit bids in the East Bank Purchasing Department, Suite 404, Jefferson Parish Joseph S. Yenni Building, 1221 Elmwood Park Blvd., Jefferson, LA 70123.  However, if submitting bids on the day of bid opening, bidders must submit at the West Bank location only.  All bids will be publicly opened at the West Bank location at 2:00 pm for the following project:
 
The Bayou Metairie Park project consists of green infrastructure installation to increase stormwater storage capacity of the site and site furnishings to accommodate every day park use as well as special event usability. The Base Bid includes the installation of a bonded rubber mulch pathway, concrete pavement, permeable paver parking areas, planted bioretention areas which tie in to existing catch basins, a poured-in-place concrete seat wall with bluestone cap (with electrical outlets), small berms, and miscellaneous prefabricated site furnishings. The furnishings include 3 bike racks, a drinking fountain, 2 picnic tables, a 225 SF pavilion, and signage. The bioretention areas will be planted with native, water-loving plants as specified on sheets LP-101 and LP-401, in bioretention soil specified by section 329115, atop an aggregate base. Additional shrub and groundcover planting will be planted in new Bed Builder top soil. Uplighting will be installed around five existing mature trees, and eight new trees will be planted.
 
All bids must be in accordance with the contract documents on file with the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  All bidders must show the Bid Number on the outside of their bid envelope.  Late bids will not be accepted.
 
Each Bid must be accompanied by certified check, cashiers check, or bid bond acceptable to the owner in the amount equal to five percent (5%) of the total amount bid, and payable without condition to the owner.   If submitting a bid online, vendors must submit an electronic bid bond through the respective online clearinghouse bond management system(s) as indicated in the electronic bid Solicitation on Central Auction House.    No scanned paper copies of any bid bond will be accepted as part of the electronic bid submission.
 
The drawings and specifications are on file and open for inspection in the Jefferson Parish Purchasing Department, Suite 4400, Jefferson Parish General Government Building, at 200 Derbigny Street, Gretna, Louisiana.  A complete digital set of Contract Documents may be secured from Dana Brown & Associates, Inc., 1836 Valence Street, New Orleans, LA 70115 (PHONE 504-345-2639) by licensed contractors at no cost.
 
The successful bidder will be required to furnish a performance bond guaranteeing faithful performance of the contract.  Companies providing the bonds shall comply with the requirements of LRS-R.S. 38:2218 and R.S. 38:2219 as applicable.
 
The Jefferson Parish Council reserves the right to reject all bids and to reject bids for just cause, pursuant to the law.  Jefferson Parish and its partners as the recipients of federal funds are fully committed to awarding a contract(s) to firm(s) that will provide high quality services and that are dedicated to diversity and to containing costs.  Thus, Jefferson Parish strongly encourages the involvement of minority and/or woman-owned business enterprises (DBE’s, including MBE’s, WBE’s and SBE’s) to stimulate participation in procurement and assistance programs.
 
All prospective bidders are invited to attend this non-mandatory pre-bid conference which will be held at 1:00 pm on July 2, 2020 via teleconference.The teleconference will be made available by calling the following: Dial-in Number: (504) 323-1800 , Meeting ID: 17366690   However, failure to attend the pre-bid conference shall not relieve the bidder of responsibility for information discussed at the conference.  Furthermore, failure to attend the pre-bid conference and inspection does not relieve the successful bidder from the necessity of furnishing materials or performing any work that may be required to complete the work in accordance with the specification with no additional cost to the owner.
