Miscellaneous Environmental Services on an As-Needed Basis
The Parish of Jefferson authorized by Resolution No. 146366 is hereby soliciting Statements of
Qualification (General Professional Services Questionnaire) from individuals or firms interested in
contracting with the Parish of Jefferson to provide Miscellaneous Environmental Services on an
as-needed basis in relation to technical and administrative aspects of environmental
management and preservation for projects located throughout the Parish.
Deadline for Submission: 3;30 p.m., June 27, 2025
General
Specific scope of services will be on an as-needed basis for miscellaneous environmental type
projects located throughout the Parish for an approximate two-year period.
This scope for miscellaneous environmental services includes but is not limited to providing
technical and administrative assistance related to aspects of environmental management and
conservation, including, but no limited to in performing small, site- specific environmental
projects, such as Phase I and Phase II site assessments, corrective action plans, risk assessments,
permitting and planning in the areas of air, water, waste management, energy, brownfields
redevelopment, field investigations, research of regulations and available technologies, grant
writing and management, outreach and education support and development of associated marketing
materials and other services.
All services shall be provided on an “as-needed” basis, and there shall be no guarantee as to the
amount of work the firm or firms will be given during the term of the contract.
The Council, at its discretion, may choose one or more qualified firms to provide the services.
Compensation
Compensation for the required services will be made on an hourly rate basis or a fixed fee basis,
or a combination of both, depending on scope and complexity of the work. The Parish reserves the
right to determine the method of payment (hourly or fixed) for each individual assignment.
For hourly rate work, the firm shall be compensated on the basis of their certified and itemized
salary costs plus a fee to cover overhead costs and profit in accordance with guidelines
established in Attachment “A” to the Standard Professional Services Agreement for Jefferson Parish.

For fixed fee work, the fee shall be negotiated with the firm by the Jefferson Parish Department of
Environmental Affairs and shall be mutually agreeable to both parties.
Compensation for supplemental services, if required, shall be in the form of a “lump sum” or hourly
with a not to exceed limit for each supplemental service, which shall be mutually agreeable to the
Parish and the Consultant.
All costs associated with this project shall be subject to Jefferson Parish review and approval.
A maximum yearly cap will be established by Jefferson Parish based on anticipated needs for these
services, and the established cap shall not be increased without Council approval.
Minimum Requirements for Selection
The person(s) or firms under consideration must have at least one (1) firm representative that has
at least five (5) years’ experience in the field or fields of expertise requested for the
project(s). A subcontractor may not be used to meet this requirement. (Section C. of the
General Professional Services Questionnaire)
Evaluation Criteria
The following ranking criteria, listed in order of importance, will be used to evaluate the
submittals from each firm:
1. Professional training and experience in providing technical and administrative assistance
related to aspects of environmental management and conservation, including, but no limited to in
performing small, site-specific environmental projects, such as Phase I and Phase II site
assessments, corrective action plans, risk assessments, permitting and planning in the areas of
air, water, waste management, energy, brownfields redevelopment, field investigations, research of
regulations and available technologies, grant writing and management, outreach and education
support and development of associated marketing materials and other services. (40 points)
2. Past and current professional accomplishments for which references from clients or former
clients and information gathered by inspection of current or recent projects may be considered (40
points).
3. Capacity for timely completion of the project, including the size of the firm based on the
number of personnel, as related to project requirements and/or scope (20 points).
Only those persons or firms receiving an overall cumulative score of at least seventy percent (70%)
or greater, with their highest and lowest score not counted, of the total possible points for all
categories to be assigned by the participating Technical Evaluation Committee (TEC) members
shall be deemed qualified to perform environmental services and shall be listed in
alphabetical order in the TEC meeting minutes.
All persons or firms (including subcontractors) must submit a Statement of Qualifications
(General Professional Services Questionnaire) by the deadline. The latest professional services
questionnaire may be obtained by contacting the Purchasing Department at (504) 364-2678 or
via the Jefferson Parish website at www.jeffparish.gov. This questionnaire can be accessed by
hovering over “Business and Development” on the website and clicking on the Professional
Services Questionnaires option under “Doing Business in Jefferson Parish”.
Submissions are to be submitted on the eProcurement site at www.jeffparishbids.net.
These submissions will only be accepted electronically via the Parish’s e-Procurement site,
Central Bidding at www.centralauctionhouse.com or www.jeffparishbids.net. Registration is
required and free for Jefferson Parish vendors by accessing the following link:

No submittals will be accepted after the deadline.
Affidavits and Certificates of Insurance are not required to be submitted with the Statement of
Qualifications (General Professional Services Questionnaire) but shall be submitted prior to
contract approval.
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish
Council shall be brought before the 24th Judicial Court.
