NOTICE OF INVITATION TO BID
 
The Jefferson Davis County Board of Supervisors will receive un-priced solicitations to pre-qualify vendors for CRS-2 asphalt emulsion until 1:00 p.m. (CST) on Monday, August 13, 2018.  Un-priced solicitations may be submitted by sealed envelope or electronic submittal and must include an email address for the vendor.  Sealed envelope solicitations should be addressed to the Purchasing Clerk at 2426 Pearl Avenue or P. O. Box 1317, Prentiss, MS  39474.   Electronic submittals may be made at www.centralbidding.com.  For any questions relating to the electronic submittal or reverse auction process, please contact Central Bidding at 1-225-810-4814.
 
All sealed un-priced solicitations must be on file with the Purchasing Clerk prior to or by the acceptance date and time as stated above.  All un-priced solicitations must be sealed and clearly marked on the outside of the envelope with “Un-priced Solicitation for CRS-2 Asphalt Emulsion”.
 
Submissions will be evaluated and vendors submitting acceptable proposals will be invited via email to submit priced bids through a reverse auction.  Each vendor shall be required to ensure the delivery and receipt of its sealed and/or electronic un-priced solicitation. Late or incomplete solicitations will not be considered.  Modifications will not be considered after the closing date and time.
 
Priced bidding will be held by an electronic reverse auction on Wednesday, August 15, 2018 from 10:00 a.m. to 11:00 a.m. (CST). Reverse auction bids can be submitted at www.centralbidding.com. Alternatively, written priced bids shall be sealed and clearly labeled on the outside of the envelope “CRS-2 Asphalt Emulsion” and hand-delivered to the Purchasing Clerk’s Office at 2426 Pearl Avenue, Prentiss, MS 39474 between the hours of 10:00 a.m. and 11:00 a.m. (CST) on Wednesday, August 15, 2018 and will be included in the “live” reverse auction.
 
The Jefferson Davis County Board of Supervisors reserves the right to utilize “anti-sniping” for reverse auctions.  Anti-sniping is a tool that automatically extends the bid time for a reverse auction by fifteen (15) minutes if a vendor places a bid in the final five (5) minutes of the reverse auction.  The anti-sniping effect will auto-extend the reverse auction bid time any time a bid is placed in the last five (5) minutes of the reverse auction and can auto-extend the reverse auction multiple times until the bidding on the reverse auction ends.
 
Contracts will be awarded to the lowest and best bidders for the purchase of CRS-2 asphalt emulsion for the use of the road districts through November 30, 2018. The Board shall not be required to purchase any specific amount of any such material.  Material needs to be priced by the gallon and delivered in full truck transport quantities to any destination in Jefferson Davis County.   Pricing should also include any unloading charges and environmental fees per emulsion load.
 
The Jefferson Davis County Board of Supervisors reserves the right to reject any and all bids submitted and to waive informalities.  The right is reserved if two bids are identical, to award a
 
 
portion of the contract to more than one bidder.  The Board may also select two bidders if both bids are the lowest and best bids although not identical.
