NOTICE TO BIDDERS
 
 
 
     The Mayor and Board of Aldermen of the City of Oxford, Mississippi, will receive sealed bids on the following:
 
 
 “SWEEPER TRUCK”
 
Specifications may be obtained from the office of the Public Works Dept. at City Hall, 107 Courthouse Square, Oxford, MS 38655. 
     
Bidding shall be submitted in the form of a reverse auction online at www.centralbidding.com.  Vendors must have online proposals submitted by 2:00 P.M. on December 9, 2019. Vendors must be registered with Central Bidding in order to submit pricing.  Reverse auction shall begin at 2:30 P.M. on Wednesday December 16, 2019.  Auction formal shall be a 30-minute reverse auction with anti-sniping format on.

 INSTRUCTIONS TO BIDDERS
 
Preparation of Proposal:  Only proposals submitted on the appropriate letterhead or Bid Proposal form will be considered.  Each proposal shall be legibly written, printed in ink or typed.  In case of conflict, words shall govern over figures.  Proposals shall clearly indicate the name or names of those persons or firms submitting such proposal and the failure to sign a proposal will disqualify the same.
 
Hand delivered proposals shall be submitted and addressed to:

Online proposals shall be submitted to www.centralbidding.com.  Vendors submitting approved proposals will be invited to submit pricing during a live reverse auction on www.centralbidding.com. Online proposals MUST be submitted by 2:00 P.M. on December 9, 2019. Vendors must be registered with Central Bidding in order to submit pricing.  For any questions regarding the reverse auction process, please contact Central Bidding at 225-810-4814
 
The outside of the envelope shall be clearly identified as SEALED BID and marked “BID FOR SWEEPER TRUCK”, along with the bidder’s name and address.
 
Rejection of Proposal:  Proposals may be rejected in the case of any omission, alteration of forms, additions, or conditions not called for, unauthorized alternate bids, incomplete bids, erasures or irregularities of any kind.
 
Acceptance and/or Rejection of Bids:  Proposals will be compared on the basis of Individual Line Item Bid.  The City will consider factors such as delivery time, past performance of the bidder in doing business with the City.
 
The City reserves the right to reject any and all bids and to waive minor irregularities and technicalities, which do not detract from the best interests of the City.
 
General Information:  Bidders shall inform themselves with all pertinent city regulations and ordinances, state and federal laws, licenses and tax liability, which may in any manner affect their bids and their fulfillment of the contract.  Prices quoted shall not increase during the period before delivery and delivery shall be within SIXTY (60) DAYS of the date the contract is awarded.  Delivery shall be to the City of Oxford Municipal Complex on Molly Barr Road, Oxford, Mississippi.
