Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with RFP submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each RFP package. Vendors should continue to carefully read and respond accordingly per the requirements of the RFP packages. These changes are pursuant Louisiana Public Bid Law more specifically, Act 406 of the 2016 Louisiana Legislative Regular Session. Jefferson Parish Department of Purchasing is soliciting Request for Proposals (RFPs) from qualified firms to provide Curbside Residential and Small Businesses Solid Waste Materials Collection, Consolidated Garbage District No. 1 of the Parish of Jefferson for the Jefferson Parish Department Environmental Affairs.
 
The Parish, in its desire to provide solid waste services, seeks a firm or qualified organization to accomplish the following:  1)provide solid waste service, both efficiently and economically; 2) provide twice a week curbside collection at all residential and small commercial accounts;  3) Maximize sanitary and aesthetic living conditions for all residents; 4) Maintain positive communications with the Parish and the customer base; 5) Collect and transport solid waste from all residential, and commercial customers within the service area (Consolidated Garbage District No. 1) to the designated landfill; 6) Provide timely billing for waste collection services; 7) Make every effort to continue to provide residential collection of solid waste services on same day of the Parish’s  current collection schedule;  8) Provide alternate service programs as desired by the Parish and the customers; and 9) New contractor must provide a plan for the resumption of municipal waste after a disaster and a provision for post disaster collection of above normal volumes of bagged garbage after a disasters such as tropical storms, hurricanes or other natural or man-made events.
 
All proposals will be evaluated on criteria such as vendor’s technical proposal, qualifications and experience, financial profile and proposal responsiveness and other criteria more specifically defined in the RFP document.  The maximum total points for each proposal are set at 100 points
                       
A pre-proposal conference will be held at the Purchasing Department, 200 Derbigny St., Suite 4400, Gretna, LA 70053 at 9:00 a.m. on December 15, 2022. Prospective proposers may participate in the conference to obtain clarification of the requirements of the RFP and to receive answers to relevant questions thereto. Any proposer intending to submit a proposal is encouraged to attend and should have at least one authorized representative attend the Pre-proposal Conference.
 
RFP specifications may be obtained by visiting the Jefferson Parish Purchasing Department webpage at http://purchasing.jeffparish.net and selecting the LaPAC Tab. RFPs may also be viewed and submitted online free of charge at: www.jeffparishbids.net or www.centralbidding.com.
 
Submissions will only be accepted electronically via the Parish’s e-Procurement system, Central Bidding. Responses will be received until 3:30 p.m. on January 6, 2023. Jefferson Parish no longer accepts manual submissions. All vendors will be required to register with Central Bidding.

Due to size of the Parish, the wide range of collection scenarios and with the aim to provide a more competitive proposal, will the Parish of Jefferson grant a 30-day extension to the current due date? 1. Due to the wide range of collection scenarios, could the Parish of Jefferson provide the variety and number of vehicle sizes used by the actual incumbent? 2. Due to the wide range of collection scenarios, could the Parish of Jefferson provide the service locations with any restriction regarding the collection services (requirement of a specific or specialty vehicle, scheduled time for collection, others)? 3. Could the Parish of Jefferson please provide the current collection schedule in regard to provide Solid Waste Materials Collection on same days and areas as RFP states? 4. Could the Parish of Jefferson please provide tonnage reports (or disposal tickets), by day and by truck identification or load identification for the years 2020 and 2021 for each waste stream collected (garbage, bulk (non recyclable),bulk (recyclable), white goods, tires)? 5. Drop off sites. How many Roll Off trucks are being run each day and how many hauls per truck/route per day? How many attendants should be provided, and which are the hours of operation? 6. How many ASL trucks are being run for garbage each day and zone (East and West) and how many tons are being picked up in average per load? 7. How many Rear Load trucks are being run per day and per zone (East and West) for garbage and how many tons are being picked up in average per load ? 8. How many Rear Load trucks are being run per day and per zone (East and west) for Bulk and how many tons are being picked up in average per load? 9. How many Boom trucks are being run per day and per zone (East and west) for Bulk and how many tons are being picked up in average per load? 10. In the last year how many times has the current vendor failed and have they been issued liquidated damages? If so what is the fine total history. 11. What are the current unit rates and annual rates for each line service including due to disaster? 12. Could Jefferson Parish please provide the last 6 months of invoices showing the most recent number of units paid to the actual incumbent? 13. Could Jefferson Parish please provide the current amount of royalty fees from Drop-off sites and current amount of the profits obtained of the disposal of scrap metal?

Corporate Resolution Form. In regards with the satisfactory evidence of the authority of the person signing the proposal, Should be used the corporate resolution form provided (in page 47 RFP) or it's just a "sample" for the different vendors to see the relevant information to be provided and consequently each vendor can craft the properly resolution according the entity to be used. Good morning, Please find below FCC’s questions regarding RFP 04 50 “Curbside Residential and Small Businesses Solid Waste Materials Collection, Consolidated Garbage District No. 1 of the Parish of Jefferson”. 1. Could you please clarify if the number of rear loader trucks for the garbage collection in the West Bank are three (3) as states Addendum No1 or (7) as states the RFP (1.1 background)? 2. Exhibit D. Could you please provide a Tonnage breakdown of the information provided in Exhibit D (if possible in Curbside collection waste, commercial waste, facilities, drop off sites)? 3. Drop-off sites. The RFP states that the Department of Environmental Affairs contracts with various private companies for the hauling out and processing of Tires, Automotive Fluids, Oil filters, Automotive Batteries, E-Waste, and other recyclables. For the operation of these sites, It's necessary to provide hauling services for garbage/trash disposed? Which disposed materials require hauling services from the contractor?

Good morning, Please find below FCC’s questions regarding RFP 04 50 “Curbside Residential and Small Businesses Solid Waste Materials Collection, Consolidated Garbage District No. 1 of the Parish of Jefferson”. 1.Per page 29 of the RFP, “Residential Units may also utilize bags and other containers in accordance with Chapter 16 of the Jefferson Parish Code of Ordinances”. Given that the incumbent currently utilizes automated trucks for collection, could you please clarify the use of non-standard containers or bags which complicates the use of automated equipment so that the Proposer may adequately budget the correct equipment needed for service? 2. Pricing form.-Within the pricing form, there is only a single price option for curbside solid waste collection. Given that bulk waste is not included in small commercial businesses collection, could you please clarify if the rate proposed will be the same for both residential units and small commercial units?3. Within the pricing form, there are 3 rates based on a per ton basis. Given that the Parish is responsible of paying for the disposal costs for curbside solid waste collection, could you please clarify if the tipping fee needs to be included for these 3 rates? If so, can you please provide the current tipping fees for each material in each of the disposal locations designated by Jefferson Parish as well as any future increases to these fees that you have been made aware of? thanks
