Bid Law Requirement Update: Act 406

Section 2.0 - Scope: says to remove the sand and pea gravel from a filter, install a new diffuser and haul away the sand and pea gravel Section 3.0 - Bid Specifications: says to remove the existing sand from two filters, install two new diffusers and put the existing sand "back into two pool filters". Is the filtration media being replaced in one sand filters or two sand filters? What is the make & model of the sand filter(s)? When is the last time the filtration media was replaced and by whom? How many diffusers are there in a single sand filter? When is the last time the diffuser(s) were replaced and by whom? What are the specifications for both the sand filtration media and the pea gravel filtration media? What is the quantity for both the sand filtration media and the pea gravel filtration media? There is no mention of new gaskets, seals or fasteners and we assume they are all to be reused, is that correct? When is the last time the system was pressure tested and by whom? What is the clean filter pressure differential for this system? Who is responsible for draining the sand filters prior to the scope of work being performed and who is responsible for start-up? Is any part of the system under warranty and if so please provide the contact information for the manufacturer or vendor.

On the Bid Form (page 6) DESCRIPTION OF ARTICLES there is no mention of replacing the diffuser(s). Should we assume replacement of the diffuser(s) is NOT a part of the project?

Although ADDITIONAL REQUIREMENTS (see page #2 Line #3) mentions "all applicable Federal and State licenses" there appears to be no specific reference to the Louisiana State Licensing Board for Contractors (LSLBC) commerical type license with specialty license for swimming pool contractors. Does this bid require a LSLBC commercial type /specialty swimming pool license? If so, does the license have to be uploaded with the bid form?
