NOTICE TO BIDDERS
NOTICE is hereby given that Aberdeen Electric Department will receive proposals for (1) One New Bucket Truck 55’-60’ working height, until 3:00 PM March 7, 2019.  Specifications may be obtained by visiting the website Central Bidding at www.centralbidding.com or the City Clerks’ Office at 125 W. Commerce Street, Aberdeen, Ms 39730.  Proposals may be submitted by sealed envelope or electronic submittal.  Proposals delivered to Jackie Benson, City Clerk 125 W. Commerce Street, Aberdeen, Mississippi  39730 should be addressed to Jackie Benson, City Clerk.  Electronic submittals can be submitted at www.centralbidding.com .  For any question relating to the electronic submittal or reverse auction process please contact Central Bidding at 225-810-4814.
Submissions will be evaluated and Vendors submitting compliant proposals will receive an invitation to participate in the Electronic Reverse Auction.  City of Aberdeen/Aberdeen Public Utilities reserves the right to extend the auction date if necessary to complete the pre-qualification process. 
BIDDING WILL BE HELD BY ELCTRONIC REVERSE AUCTION ON TUESDAY, MARCH 14, 2019 AT 10:00 AM CENTRAL TIME.  Vendors can register FREE at www.centralauctionhouse.com/registration.php
Each Vendor shall be required to ensure the delivery and receipt of its proposal by this agency prior to the date and time of the opening listed above.

General Instructions and Conditions
One New Utility Line Bucket Truck 55’-60’ platform working height with fiberglass boom, insulated over center aerial device providing a working height of 55’ ft. (16.8m) or better and a side reach of 43.4 ft. (13.2 m) over center and a horizontal reach of 33.6 ft. (10.2 m) non-over center with material handler, Utility bed and 2 man bucket
All bids must be submitted on the Bid Form furnished for this purpose and must be filled out with ink, or typewritten, and signed in ink or submitted electronically to www.centralbidding.com. Each change or correction must be clearly marked and initialed by bidder’s authorized representative. In addition, bidders are required to fill out the Bid Form following the specification section.
 
THIS BID PACKET MUST BE RETURNED IN ITS ENTIRETY. ALL BIDS SHALL BE PREPARED ON THE BID FORM AND RETURNED IN A SEALED ENVELOPE WITH THE APPROPRIATE BID ITEM SO MARKED ON THE OUTSIDE OF THE ENVELOPE. BIDS MAY ALSO BE SUBMITTED ON-LINE AT www.centralbidding.com.
 
ANY FEDERAL, STATE, AND/OR LOCAL LICENSE REQUIRED BY LAW FOR MAINTENANCE CONTRACTS OR LABOR AND MATERIALS COMBINED MUST BE INCLUDED. MISSISSIPPI CONTRACTOR’S NUMBER (if applicable) MUST BE “VISIBLE” ON
THE OUTSIDE OF THE ENVELOPE FOR ALL BIDS.
 
Failure to comply with these requirements may cause your bid to be disqualified.  
The purpose and intention of this invitation to bid is to afford all suppliers an equal opportunity to bid material, maintenance, repair, operating supplies and or equipment listed in this bid proposal.
Items bid must meet or exceed specifications.  All specifications are the minimum allowable; bids shall be submitted in a sealed envelope displaying the Bidder’s Name and Address and clearly marked: “Sealed Bid –

All equipment, materials, and components are to be new, unless specified otherwise, and the best grade of their respective kinds for the purpose intended by the specifications.
Bidders shall furnish manufacturer’s specifications and all equipment, materials, and components shall be in conformity with the specifications herein, including all items listed as standard equipment by the manufacturer.
 
 
In these specifications, there are specified equipment and materials most suitable for the service anticipated. This is not done to eliminate other items as good and sufficient. The Bidder may prepare his bid on the basis of other makes of equipment and materials provided that the proposed substitution is superior or equal in construction and/or efficiency, meets the technical specifications, and that high quality has been demonstrated by several years of service in similar conditions. Where these specifications are definite specifications, it shall be understood that this is for the purpose of conveying the quality standards of products desired including the general style, type, character, and quality.

Quoted prices shall remain firm and should include all fees applicable for purchase. Bids received after the time set will be returned to the bidder unopened.

MINIMUM SPECIFICATIONS
 
General: These specifications describe the minimum requirements for One New Bucket Truck. The equipment furnished shall be new, that is of latest design and production, completely serviced and ready for operation. In addition, equipment must meet codes and standard set forth by the Mississippi codes, if applicable. Any items appearing in the manufacturer’s regular published specifications furnished by the Bidder are assumed to be included in the Bidder’s Proposal. Equipment of similar style, type, character, quality and purpose conforming to the detailed requirements listed will be considered equivalent. Bidders are cautioned to read the specifications carefully, as they may include special requirements not commonly offered by the manufacturer. 
 
AWARD OF CONTRACT
 
Aberdeen Public Utilities reserves the right to reject any proposals as shall in its judgement be in the best interest of Aberdeen Public Utilities.  Bid shall be awarded to the LOWEST RESPONSIVE AND RESPONSIBLE BIDDER meeting specifications and at the same time, best fulfilling the needs of Aberdeen Public Utilities.
 
 
 
Warranty and Service Agreement:
 
Unit shall be warranted against defects in material and workmanship. Warranty Documentation must be furnished with the bid.
 
Since the continuous operation of this equipment/material is important, and sometimes of an emergency nature, it is necessary that the successful bidder have a parts and/ or service facility within 125 miles of  103 North Matubba Street, Aberdeen, MS 39730.  Bidder shall specify terms of warranty by submitting Warranty statements (Both factory and extended) and name of dealer within 125 miles who will provide warranty service. Bidder must include letter from dealer stating that he is an authorized dealer for the brand being bid and that he is prepared to provide all warranty repairs.
 
EXCLUSIVE; JURISDICTION and VENUE
 
For all claims arising out of or related to this agreement, contractor hereby consents and yields to the exclusive jurisdiction and venue of the local Court for Aberdeen Public Utilities and expressly waives any pleas of jurisdiction based upon Vendors residence and (B) right of renewal based upon diversity of citizenship, and performance.
 
CANCELLATION OF CONTRACT
 
Aberdeen Public Utilities Office must be informed of any inability to supply an order within that
stated period and reserves the right to cancel and place with another vendor any order that cannot be supplied as per the time specified. Repeated inability to fill orders may result in cancellation of the order and/or disqualification of the bidder. This contract may be terminated under any and all of the following:
 
(a) By mutual agreement and consent of either party upon a written notice
(b) By Aberdeen Public Utilities as a consequence of failure of the Vendor to comply with the terms and conditions of the contract.
 
Any bids submitted which contain additions, alternate bids, or irregularities which may make the bid ambiguous as to its meaning, shall be rejected.

POSTPONEMENT OF DATE FOR PRESENTING AND OPENING BIDS
Aberdeen Public Utilities reserves the right to postpone the date for receipt and opening of unpriced bids and will give written or electronic notice of any such postponement to all persons to whom specifications and bid documents have been issued, at any time prior to the scheduled closing time for the receipt of bids.
 
 SUBMISSION OF SUBMISSION
 
Unpriced Bids will be received at the website www.centralbidding.com  or via email to [email protected] scheduled closing time, as stated in the Notice to Bidders. It is the sole responsibility of the bidder to see that his bid is received by the designated times. Any proposals received after the scheduled closing time for receipt of bids may be rejected.
 
DISQUALIFICATION OF BIDDERS
 
Any one or more of the following causes, among others, may be considered sufficient for the disqualification of a Bidder and the rejection of his Bid:
(1) Evidence of collusion among Bidders.
(2) Lack of competency as revealed by either financial statements, experience, or other factors.
(3) Default on a previous municipal bid or failure to perform or deliver bid items.
 
 
 
QUALIFICATIONS OF BIDDER
 
The opening and reading of the Bid shall not be construed as an acceptance of the Bidder as a qualified, responsible Bidder Aberdeen Public Utilities reserves the right to determine the competence and responsibility of a Bidder from its knowledge of the Bidder's qualifications or from other sources. Bidders must be in good standing in the State of Mississippi and must provide evidence that the Bidders are licensed to do business in the State of Mississippi.
 
< >MATERIAL AND WORKMANSHIP
All equipment, material, and articles incorporated into the items for bid shall be of the most suitable size for the purpose intended, unless otherwise specifically provided in the Bid Document. References in the specifications to equipment, material, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition.  The Bidder shall furnish the name of the manufacturer, the model number, and other information concerning the performance, capacity, nature, and rating of the machinery and/or other equipment. Machinery, equipment, material, and articles that do not have the required approval shall be installed or delivered at the risk of subsequent rejection.
