REVERSE AUCTION INFORMATION:

ADVERTISEMENT FOR BIDS
The HARRISON COUNTY UTILITY AUTHORITY (HCUA) will receive bids to provide Polymer for sludge processing at seven (7) wastewater treatment facilities. Bidders will be afforded the opportunity to perform a "Jar Test" and "Trial Run" at each of the seven (7) WWTF's to determine the most suitable Polymer to achieve the desired moisture content in the sludge. Bidders will provide a price per pound of the Polymer to be provided meeting specifications to facilitate sludge processing at each plant.

Qualifying documentation as stipulated in the Specifications shall be submitted electronically by no later than 10:00 A.M. local time, on December 10, 2018. Qualifying bidders will be invited to participate in the electronically competive bid auction between 9:00 A.M. and 10:00 A.M. local time, on December 17, 2018. There shall be an automatic 5-minute extension for any bid submitted within the last 5 minutes of the bid auction.

Interested bidders shall electronically register with HCUA's electronic bidding service provider to obtain bid documents and to participate in the bid process. Only registered bidders (plan holders list) shall be permitted to participate in the bid process. Bidders shall submit qualifying documentation for the Polymer as defined in the bid documents by the established time and date. The submitted documentation for the Polymer will be evaluated by HCUA according to criteria defined in the bid documents. Qualifying bidders shall be notified and invited to the auction to participate in the competitive bidding process to provide the Polymer. The lowest and most responsive bid shall be recommended for award to the HCUA Board of Directors.

The bidding documents may be examined at the Harrison County Utility Authority office at 10271 Express Drive, Gulfport, Mississippi 39503. The bidding documents may be examined and/or obtained from HCUA's electronic bidding service provider, Central Bidding at www.centralbidding.com. Any questions regarding the electronic bidding service should be directed to Central Bidding at 225-810-4814. All Bidders must comply with all Federal, State, City laws regualtions. All bids shall comply with specification and bid documents provided or be considered non-responsive. The HCUA reserves the right to reject any or all bids or to waive any informalities in the bidding. The HCUA reserves the right to amend the specification and bid documents as may be necessary and agrees to notify all registered bidders. Only bids and documents from electronically registered plan holders will be considered.

Bids may be held by the Owner for a period of sixty (60) days from the date of the bid auction prior to awarding of the Contract.

Listed below are questions and answers regarding the RFQs: 1. Can the duration of the contract be reduced to a one (1) year period from February 15, 2019 until February 15, 2020 with an option at same price for additional two (2) one year (1) extensions until February 15, 2022? HCUA Board and staff have reviewed and approved the RFQ and advertisement as presented with the 2-year contract and 1-year extension. We have received no justified reason other than your request to change the time period of the contract therefore HCUA will decline your request and maintain the original RFP’s contract time period. 2. Can the choice of extensions for this contract be changed to mutual agreement between vendor and buyer instead of sole discretion of HCUA? HCUA Board and staff have reviewed and approved the RFP and advertisement as presented with the extension being at the sole discretion of HCUA. HCUA declines your request and will maintain the original RFP’s extension approval requirement.
