Enterprise Resource Planning (ERP) and Business Process Improvement Consulting Services for the Jefferson Parish Departments of Finance, Human Resources, and Electronic Information Systems
The Parish of Jefferson is hereby soliciting Statements of Qualifications from individuals or firms interested in contracting with the Parish of Jefferson to provide Enterprise Resource Planning (ERP) and Business Process Improvement Consulting Services for the Jefferson Parish Departments of Finance, Human Resources and Electronic Information Systems by mutual consent of the Parties and approval by the Parish Council (Parishwide).

The Jefferson Parish Departments of Finance, Human Resources, and Electronic Information Systems are seeking a team of qualified professionals with proven experience in ERP consulting, including overall project management, business process identification and modernization, process mapping, planning, and business improvement strategies. Additionally, the selected firm shall confect a SOQ based on their analysis for a full ERP solution and assist the Parish in software evaluation, selection, and contract negotiations.
On-site consultation is expected at various stages of the process. The following should be considered and included in submissions by responding firms:
Business Process Improvement
Provide the firm’s approach and methodology in business process improvements related to analyzing existing business processes in the following areas: Finance (accounting (including payroll and fixed assets), budgeting, grants administration, purchasing, and treasury management), Human Resources (including benefits) Customer Billing, Document Management, Personnel, and Electronic Information Systems.
Identify root causes of process or system deficiencies.
Perform an ERP System Analysis
Provide high-level approach to ERP Assessment
Process mapping
System integration review
Data availability
Reliance on paper processes
Needs Assessment
SOQ Development and Selection Assistance
Provide firm’s approach and methodology for the following: Development of a SOQ for a single ERP solution to meet the needs of the Parish, criteria used to select system and vendor, and contract negotiations.
Implementation Advisory Services.
That the person or firm submitting a Statement of Qualification shall have the following minimum qualifications:
The persons or firms under consideration for professional services shall have at least one (1) firm representative who has at least five (5) years' experience in the field or fields of expertise required for the project.
The persons or firms under consideration for program manager services shall have been in business at least five (5) years in the field or fields of expertise required for the project.
The following ranking criteria shall be used to evaluate the submittals:
Experience and Past Performance - 40 points
Scope of Services – 20 points
Responsiveness to SOQ – 10 points
Innovative Concepts – 15 points
Financial Profile – 10 points
Past and current professional accomplishments, for which references from clients or former clients and information gathered by inspection of current or recent projects may be considered - 5 points
The most current General Professional Services Questionnaire must be submitted. A copy of the questionnaire may be obtained by calling the Jefferson Parish Purchasing Department at
(504) 364-2678 or (504) 364-2682, or via the Jefferson Parish website at www.jeffparish.net by clicking on “Business & Development”, and then clicking on “Professional Services Questionnaire”. The submitting individuals or firms must identify all subcontractors who would assist in providing professional services for the project. Each subcontractor shall submit a General Professional Services Questionnaire and all documents and information included in the questionnaire. Interested candidates must submit one (1) submission electronically on the Jefferson Parish eProcurement site, Central Bidding.

No SOQ submittals will be accepted after the deadline.
Affidavits are not required to be submitted with the Statement of Qualifications, but shall be submitted prior to contract approval, including any sub-contractors.
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial District Court.
