Bid Law Requirement Update: Act 406
Vendors will be required to submit certain documentation with SOQ submission, i.e. affidavits, proof of insurance, etc. These requirements will be outlined specifically in the instructions of each SOQ package. Health Care Services for the Jefferson Parish Correctional Center
The Parish of Jefferson, authorized by Resolution No. 140422, is hereby soliciting Statements of Qualification (General Professional Services Questionnaire) from individuals or firms interested in providing on premises primary health care services, mental health services, dental services and infirmary care to inmates at the Jefferson Parish Correctional Center beginning June 1, 2023. All services must be carried out in full compliance with all local, state and federal laws or regulations concerning health care services.
There will be a non-mandatory pre-qualification meeting which will be held at 9:30 AM, on Monday, November 28, 2022 at Jefferson Parish Correctional Center, North Wing Lobby, 100 Dolhonde St. Gretna, La. 70053.
Deadline for Submissions: 3:30 p.m., December 16, 2022
Scope of Services shall include the following:
Contractor shall provide on premises primary health care services, mental health services, dental services, and infirmary care to a maximum 1193 inmates housed at the Jefferson Parish Correctional Facility;
Contractor must have experience providing health care services to a large patient population and the administrative ability to provide health care services in a correctional facility;
Contractor shall develop and direct a medical program which meets the accreditation standards of the National Commission on Correctional Health Care (NCCHC) within budgetary limitations as set forth by the Jefferson Parish Council;
Contractor shall perform all clinical and administrative duties necessary for operation of the medical program;
Contractor shall develop and implement policy, procedures, and guidelines for administration of the medical program including, but not limited to, personnel management, support services, in house OBGYN services (labor and delivery is handled offsite at a hospital), care and treatment, regular and special services, management of an eighteen bed acute care infirmary, provide and implement an electronic medical records management system with redundancy; provide and implement an electronic pharmaceutical management system, provide and implement technology allowing for clinical care at a distance (i.e. telemedicine);
In compliance with the accreditation standards set forth by the National Commission on Correctional Health Care (NCCHC) contractor shall hire and supervise personnel qualified by education training and/or experience to assist in providing required on-site medical services for the medical program;(G)Contractor shall procure all pharmaceuticals, supplies, x-rays, blood work, and services necessary for the medical program;
(H) Contractor shall organize and implement training programs for correctional center officers and screening programs for the protection of personnel and inmates from communicable diseases in accordance with the National Commission on Correctional Health Care (NCCHC);
(l) Contractor shall provide necessary liaison with local, state and federal agencies with jurisdiction over health care and medical care in the correctional environment; (J) Contractor shall utilize, where possible, public agencies such as mental health services, substance abuse services, and public health services, to reduce costs to the Parish to include but not limited to the tuberculosis clinic provided by the Office of Public Health (OPH); HIV screening, testing and informational materials provided by OPH; specialty clinic services and hospitalization provided by University Medical Center, including surgical or orthopedic, prenatal, elective and emergency hospital services; specialty services for HIV including medications provided by the Medical Center of Louisiana; and forensic social work services;
Contractor shall maintain a quality assurance program for the medical program, develop a system for routine medical audits, and generate monthly reports for Jefferson Parish;

Contractor shall be required to testify at judicial, administrative, or other proceedings with respect to medical services and to the extent permitted by contract and law provide all records related to any such services in question at such proceedings;(M)Contractor shall maintain and submit monthly reports to Jefferson Parish of all activities conducted pursuant to any agreement negotiated including, but not limited to, the number and types of screenings, number and types of examinations, number of prescriptions, transports, and admission into other health care facilities, as well as personnel changes;
(N) Contractor shall maintain an accounting system for personnel salaries, pharmaceuticals, all medical supplies, laboratory work, x-rays, and other expenditures;
(O)Contractor shall submit annual financial statements and submit to Jefferson Parish an annual expenditure report;
(P) Contractor shall secure and maintain such insurance that will protect itself and the Parish from claims under the Workmen's Compensation Act and from claims for bodily injury, death or property damage which may arise from the performance of such health care services at the Correctional Center. Contractor shall also secure primary, professional liability insurance/medical malpractice insurance covering provider and any personnel eligible for such insurance coverage by their status as a health care provider in accordance with La. R.S. 40:1299.41, et seq., as well as participate in the Louisiana Patients' Compensation Fund;
(Q)Contractor shall be responsible for providing on premises primary health care services, mental health services, dental services and infirmary care and shall not be required to provide specialty care such as dentures, bridgework or bridge repairs, eyeglasses, orthopedic shoes or other devices or any prosthetic devices, wheel chairs, walkers or quad-canes or for providing any outside private medical care, abortions or surgery of any type;
Contractor shall maintain complete medical records with the highest regard for the inmate's privacy. To the extent consistent with all applicable federal, state and local laws, rules, regulations, and orders, contractor shall comply with inmate access and confidentiality provisions;
Contractor pricing shall be inclusive of all the above described services.The following ranking criteria, listed in order of importance, will be used to evaluate the submittals from each firm:
Proposer's qualifications and experience (40 points);
Demonstrated administrative and financial management ability (25 points);
Ability to implement electronic medical records management system with redundancy (20 points);(D)Ability to implement electronic pharmaceutical management system with redundancy (15 points).
The person or firm submitting a Statement of Qualification (General Professional Services Questionnaire) must identify all subcontractors who will assist in providing professional services for the project, in the professional services questionnaire. Each subcontractor shall be required to submit a General Professional Services Questionnaire and all documents and information included in the questionnaire. (Refer to Jefferson Parish Code Ordinance, Section 2-928)
All persons or firms (including subcontractors) must submit a Statement of Qualifications (General Professional Services Questionnaire) by the deadline. The latest professional services questionnaire may be obtained by contacting the Purchasing Department at (504) 364-2678 or via the Jefferson Parish website at www.ieffparish.net. This questionnaire can be accessed by hovering over "Business and Development" on the website and clicking on the Professional Services Questionnaires option under "Doing Business in Jefferson Parish".
Submissions will only be accepted electronically via Jefferson Parish's e-Procurement site, Central Bidding at www.centralauctionhouse.com or www.jeffparishbids.net. Registration is required and free for Jefferson Parish vendors by accessing the following link: www.centralauctionhouse.com/registration.php.
No submittals will be accepted after the deadline.
Affidavits are not required to be submitted with the Statement of Qualifications, but shall be submitted prior to contract approval, including any subs.
Disputes/protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial Court.

Our agency does not provide dental services. Are we still able to bid on this? As indicated in the Scope of Services Section A of the Advertisement, Contractor SHALL provide on premises primary health care services, mental health services, dental services, and infirmary care to a maximum 1193 inmates housed at the Jefferson Parish Correctional Facility. We provide primary care, mental health, and infirmary care services. What specific providers are you looking for in each specialty? (For example, Psychiatrists, Psychiatric NP, Primary Care Physician, etc.). Please refer to the Scope of Services Section C of the advertisement, Contractor shall develop and direct a medical program which meets the accreditation standards of the National Commission on Correctional Health Care (NCCHC). The NCCHC accreditation dictates all positions, how many positions are needed and how many hours they are required to be at the facility.

We are able to provide in-person as well as virtual therapy services. We can provodie Mental and Behavioural Health Services and psychiatric services. In addition to that, as part of our mission to provide hoslistic care, we also have physicians and additional healing specialists who provide healing through other models such as art and music therapy, yoga, meditation etc.

Our program works in the following way:
1. We have a large employee pool of service providers. This include counselors, therapists, physicians, nurses, etc. (All service providers have relevant licenses to practice in the state)
2. We assign the counselors from the region of the project (for this case, counselors belonging to LA) to the location of the project. 
3. A Project Manager and Clinical Supervisor is allocated to the project to ensure quality of care is maintained and all processes are moving ahead smoothly. They are also the first POC for the JPCC.
4. Depending on the hours of services, our providers will be present at the site. 
5. We believe in complete flexibility in services to allow our clients to make the best use of our services. While we can provide full-time counselors on site, we also provide our clients with the flixibility to book each session. The counselors allocated for each individual remains the same for the entirety of the treatment, unless a change is requested.
