The proposed facility is designed to provide a service and activity center for Senior Citizens and will consist of a dining and activity area as well as handicapped accessible bathrooms and serving area. The project also includes a new site development with parking, landscaping providing power, gas, water, connection to sewer and any other utility shown in the contract documents.<br /> <br /><b>A pre-bid conference will be held at the office of the Owner at 10:00 a.m. CST on October 24th, 2024.</b><br /> <br />The City of Paxton, Florida proposes to award a contract to the provider whose proposal is deemed most advantageous to the City subject to the negotiation of fair and reasonable compensation consistent with industry standards. The City of Paxton reserves the right to reject any and all proposals and if an award is made, will be made to the most reasonable firm whose proposal indicates that the award will be in the best interest of the City of Paxton. 24-052 Main Street Flooding and Adaptation Project & Barrancas Avenue Drainage Improvements Project

<div style="text-align: justify;">SCOPE OF WORK<br /><br />September 3, 2024<br /><br />BASE BID ONE - BARRANCAS AVENUE DRAINAGE IMPROVEMENTS PROJECT<br /><br />The northernmost right of way and travel lane of Barrancas Avenue experienced issues with standing stormwater issues as well as water overtopping the curb. This is due to the existing stormwater conveyance system being undersized for its contributing basin’s flow. This project will serve to increase the flow capacity of the conveyance system by installing additional inlets and upsizing the existing stormwater piping. As a result of these improvements, work site safety, MOT, dewatering, maintenance/bypass of stormwater flow, and erosion control will be paramount issues. General work to be accomplished will include installation of new storm structures, new storm pipe, curb and gutter and sod.<br /><br />BASE BID TWO - MAIN STREET FLOODING AND ADAPTATION PROJECT<br /><br />The scope of work within this project relates to the construction of a Stormwater treatment tree well, drainage improvements along S B Street, and replacement of a portion of existing sewer main. For the drainage improvements, work includes removal and installation of upsized stormwater pipe, methods to include open trench and jack and bore, removal and replacement of existing drainage structures, construction of new curb inlet tops, replacement of concrete curb and gutter, and construction of concrete sidewalks. Work for the stormwater treatment tree well entails excavation, placement of structural soil modules, drainage stone, base aggregate, engineered stormwater treatment soil, and tree planting. The implementation of solid and perforated pipes is also required with the addition of the grated inlets constructed into the curb. For the reconstruction of the ECUA Sewer main, scope includes replacement of existing sewer gravity main, installation of shallow manhole, and replacement of laterals. In addition, the plans call for extended curb design for improved pedestrian safety at the intersection of Government Street and B Street as described in the Contract Documents.</div>

The Governing Board of the St. Johns River Water Management District (the “District”) is initiating a “Request for Qualifications – Design Build (RFQ-DB),” whereby the District will procure this project through a qualifications- and proposal-based competitive process: Respondents submit Qualification Submittals (Step One) at 2:00 p.m., October 25, 2024, and submit Technical and Price Proposals (Step Two) at 2:00 p.m., December 10, 2024.<br /><br />Project Description The S-157 Wing Walls and Manatee Overlook Rehabilitation design-build project involves the design and replacement of the downstream wing walls and the manatee overlook at the S-157 flood control structure, located on the C-54 Canal in Brevard County, Florida. Additionally, the project includes replacement of the existing manatee overlook near the north wing wall with a new similar structure. The goal is to enhance the structural stability of the flood control structure and perform routine maintenance replacement of the manatee overlook, with all work scheduled to be completed during the dry season (November to June) to mitigate flood risks.<br /><br />Onsite Non-Mandatory Pre-Submittal Conference A NON-MANDATORY PRE-SUBMITTAL CONFERENCE IS SCHEDULED FOR 11:00 AM, SEPT 18, 2024, at the manatee overlook located next to S-157, Brevard County, FL at approx. GPS coordinates of lat 27.830552°, long -80.539683° (see map provided in solicitation document).<br /><br />Request for Qualifications – Design Build 2-Step Process The 1st step of the RFQ-DB process includes the submission of a Qualifications Submittal to include a letter of interest with information pertaining to Respondent’s qualifications. The information in the Qualifications Submittal shall include, but is not limited to, evidence of current professional status; availability; location; adequacy of personnel; past contractual record and related experience; recent, current, and projected workloads; volume and quality of work previously awarded to the firm by the District; willingness to meet time and budget requirements; and whether the firm is a certified minority business as defined by the Florida Small and Minority Business Assistance Act. A District Evaluation Committee (Committee) will review and evaluate Respondents’ qualifications. After evaluations are complete, the Committee will select up to three Respondents deemed most highly qualified to provide the design-build services and proceed to the second step of the process. Respondents selected as most qualified will be notified by email. Respondents not selected will also be notified. Those Respondents selected as most qualified will advance to the 2nd step of the RFQ-DB process. The second step of the RFQ-DB process includes the submission of competitive technical and price proposals. Technical proposal must include information on the technical and design aspects of the project. Price proposal must include a cost schedule with a line item for each task cost and a total proposed cost. Technical proposals will be evaluated by the Committee prior to opening the price proposals. Proposals must be developed based upon the information contained in the Design Criteria Package. Price proposals will be scored in accordance with the formula included in the evaluation criteria and will be incorporated into the overall scoring to determine the final ranking of all proposals.

Description of Services<br />The objective of this solicitation to engage the professional services of an engineering consultant to serve as an owner representative/advisor for two complex water resource and alternative water supply projects:<br />1. Taylor Creek Reservoir Improvement Project – a complex water resource and alternative water supply project in Orange and Osceola Counties, Florida (refer to Statement of Work, Exhibit 1)<br />2. C-10 Water Management Area Project – a complex water resource and alternative water supply project in Brevard County (refer to Statement of Work, Exhibit 2)<br />A Consultant issued a contract under this Solicitation cannot be awarded a design contract for the same construction project.<br />The owner representative/advisor services will provide consultation and represent the District’s interests throughout all project phases (conception through completion), with the goal of facilitating project planning, mitigating risk, and ensuring project quality, schedule, and budget goals are achieved.

Annual Service Mowing - Southwest Region

The St. Johns River Water Management District (District) is responsible for managing groundwater and surface water resources in all or part of 18 counties in northeast and east?central Florida. One of the District's core missions is flood control. Flood control responsibilities include maintenance of levees and water control structures. The District also owns and/or manages nearly 700,000 acres of lands which are open for public recreation. Maintenance of levees, structures, roads, and trails is vital to the operational integrity of the District’s flood control system and public recreation activities.<br /> <br />Maintenance mowing of vegetated levees, roads, trails, and rights-of-way (ROW) ensures adequate safe access for maintaining the flood control system and public recreational areas. This Statement of Work (SOW) is for Service Mowing services which are required within these areas. The type and frequency of mowing varies by property, but shall conform to the specifications and performance standards described within this SOW. The District is soliciting mowing requests for one Region, defined as the Southwest Region. The actual mowing location(s), acreage, and frequency of mowing in each Region can be found in Appendix A of this SOW. Mowing locations can also be found on a dedicated webpage which provides access to an ArcGIS map titled “SJRWMD Contract Mowing South West – Service Mowing”, see Appendix C for instructions.<br /><br />The objective is to provide Service Mowing services to ensure safe access on District properties, make it easier for the public to observe signage, and prevent interference with operational efficiency by maintaining desirable vegetation height and coverage.<br /> <br />

Benefits Advisor Services

The District seeks proposals from qualified firms to provided Benefits Advisory Services. The District desires to obtain a qualified advisor to offer technical advice and analytical services in support of the administration of the employee benefits program as outlined in the Statement of Work (SOW). The Successful Respondent will enter into a contract with the District for an initial term of 24 months, with the option to renew for three or more additional 12-month periods.
